No action, J&K govt likely to order another inquiry against Gul | Power woes | | Early Times Report JAMMU, Feb 20: State government is set to order another inquiry against Chief Engineer (CE) System and Operation (S&O) Kashmir Sheikh Gul Ayaz. Sources said that reacting to news reports appearing in Early Times into the alleged mismanagement of the Chief Engineer (CE) System and Operation (S&O) Kashmir Sheikh Gul Ayaz, a high level inquiry is being ordered again. This would be fourth inquiry into the conduct and functioning of Sheikh Ayaz. Sources said that fate of the three inquiries which were ordered earlier is not known while a fourth one is being ordered. Instead of taking action against the Chief Engineer who is time and again being accused of one or the other wrong, sources said that another inquiry means allowing Sheikh Ayaz Gul to continue on the position where he is being accused of having failed to deliver. They further said that already 3 high level enquiries ordered by ex-Chief Minister Omar Abdullah have yielded no result despite lapse of more than 2 years. Sources further said that most shocking is the fact that despite inquiries going on against him, Gul continues to be in the same department where he is being accused of having thrown all the rules to the dustbin. State government knows well that projects which had been taken up under the Prime Minister's Reconstruction Programme (PMRP) have already passed the completion deadlines several times but the work is still going on. In some cases, sources said that the work has stopped since the projects have been abandoned by contractors due to the non-payments, delay in approvals and alleged corruption in System and operation Wing. They added that funds meant for strengthening transmission and distribution system which had been specially sanctioned under Prime Minister's Reconstruction Programme (PMRP) have been surrendered by the Chief Engineer (CE) System and Operation Wing Kashmir and the administrative department of JKPDD is in knows all the details yet they are silent. Sources further said that bills worth lakhs of contractors engaged by the department are pending yet they have not moved an inch to get the payments released. They further said that R-APDRP Part-B which was awarded to a company 8 months ago has seen Chief Engineer (S&O) not issuing even a single NOC or approval till date of the proposals put forth by this company. Instead, the department has approved vendors for supply of material which includes even black listed ones. These include APE Power Calcutta, Teracom India Limited and Rajasthan based Transformer Company. Sources disclosed that officer has approved Teracom India Limited for shifting 220/132 KV transmission line of NHAI/RAMKY despite knowing well that it is blacklisted company. Sources further said that Gul has himself recommended this company to NHAI/RAMKY & also has approved cost escalation of the transmission line project at very higher cost than the prevailing rates. Various companies and the Contractor associated with the stream have also complained to REC (Rural Electrification Corporation India), CEA (Central Electricity Authority) as well as PFC in several meetings about the deliberate delays in approvals, Payments of PMRP/R-APDRP and the irregularities Committed by the concerned, said the sources. |
