Revenue Department promotes Retd Patwari
Deprives juniors of their legitimate due

JAMMU, Feb 20: In a major blunder, the Revenue Department has put the future of junior Patwaris at stake by promoting a Patwari who retired from service in the year 2012 with effect from 31.05.2012.
The name of Patwari-Bharat Singh, son of Beli Ram, Resident of Ramban with matric as basic qualification under open merit category, seniority number 228 appears at serial number 53 in the promotion list of Patwaris placed as Girdawars for which Divisional Level DPC (DLDPC) was convened on 30.01.2015 wherein a panel of 381 Patwaris in order of seniority was placed before the DLDPC for consideration of promotion to the post of Girdawars.
As per sources, 190 Patwaris as per Jammu and Kashmir (Subordinate) Services Recruitment Rules, 2009 notified vide SRO-74 dated 31.03.2000 and SRO-144 were cleared by the DLDPC subject to their vigilance clearance & no adverse remarks in APRs of the preceding three years.
With this, 16 more posts of Girdawars were available as a backlog due to non-availability of vigilance clearance of Patwaris cleared by previous DLDPC.
As approved by the Divisional Level Departmental Promotion Committee, 18 Patwaris were promoted as Girdawars against the substantive vacancies of Girdawars in the revised pay scale of Rs.9300-34800 + Grade Pay of Rs. 4200/- with effect from 30.01 .2015 due to availability of their Vigilance Clearance & APRs vide this office order No. DIVGOMJMU (ESTT) 07 of 2015 dated 14.02.2015.
One among the 190 Patwaris placed as Girdawar was Bharat Singh who was later on adjusted as OQ at Tehsil office Ukhral on documents. Surprising , Singh hardly knows anything about his promotion and adjustment but Singh's promotion in the DLDPC has disturbed many junior Patwaris as, with the meaningless promotion and adjustment of Bharat Singh, they (junior patwaris) have been deprived of the promotional benefits.
