Effective Prosecution: DB directs Law Secy to appear in person 3/16/2015 11:02:07 PM Early Times Report Jammu, Mar 16: In a Public Interest Litigation (PIL) filed by Rufi Khan & Ors, seeking effective prosecution of criminal trials particularly involving capital sentence and life imprisonment with a view to prevent crime, a Division Bench (DB) of state High Court Comprising Chief Justice N Paul Vasanthakumar and Justice Bansi Lal Bhat said despite granting time to produce the cabinet decision of the year 2010, the decision has not been placed on record and directed Commissioner/Secretary to Law Department to be present on March 18, 2015 in this Court and file cabinet decision. A Division Bench of state High Court while hearing the Public Interest Litigation (PIL) filed by Rufi Khan & Ors, final year students of Graduation in Law, University of Jammu, to seek effective prosecution of criminal trials to make punishments a real deterrent and also seeking direction to respondent to ensure the quality of Public Prosecutors and the guidelines for appointing the Public Prosecutors/ Additional Public Prosecutors, today observed that despite granting time to produce the cabinet decision of the year 2010 regarding appointment of Member-Secretary Legal Services Authority not agreeing with the proposal sent by the High Court, the said decision has not been placed on record and directed Commissioner/Secretary to Law Department to be present on March 18, 2015 in this Court and file cabinet decision. Advocate Rohit Kapoor in an application also sought time to challenge the State Government's decision on maintaining status quo with regard to the post of Law Secretary and Member Secretary of State Legal Services Authority.
