Six month on, KAS-2013 selectees await appointment

Jammu, Mar 16: Over six months since the Jammu and Kashmir Public Service Commission declared the result of 2103 Kashmir Administrative Service, the 99 selected candidates as running from pillar to post to get themselves formally appointed, but absence of Commission had delayed the process confronting them with crucial loss of six months in service.
The recent decision of Cabinet regarding finalizing of full Public Service Commission penal including the name of Lateef-ul-Zaman Deva chairman and five other members, the 2013 KAS aspirants and their parents are now pinning hope on Governor of Jammu and Kashmir that the later will clear the file at an earliest.
As per the details available with "Early times" the formal appointment of candidates who had qualified KAS-2013 nearly six months back, has been delayed owing to headless Jammu and Kashmir Public Service Commission (JKPSC), which has failed to send the order of selection of selectees to General Administrative Department (GAD) on time. The six months time period, since the selection of candidates, will not be included in the service of the selected candidates.
Sources in JKPSC informed that according to Jammu and Kashmir Combined Competitive Examination Rules, 2008, as per SRO-387 of December 1, 2008, the allocation of selected candidates to various services was to be made by the Commission.
Sources said that since the Commission was running headless after the retirement of S L Bhat on December 10 last year, the file pertaining to order of selection of qualified candidates has been gathering dust in the office of JKPSC chairman since, adding that though the PSC has completed all the formalities and only the formality of signatures of chairman is required to forward the file to General Administrative Department (GAD), for formal orders, but delay in appointment of Chairman makes the innocent KAS selectee to suffer.
Sources further said that the GAD would issue formal orders of selection of candidates and services would be allotted to these candidates only after PSC sent the file to them. "The candidates have given their preferences of services on application forms and after scrutinizing the preference and their merit, services are allotted to candidates", sources said, adding that the entire process of allotting services to qualified 99 candidates has been finalized and only the nod of Chairman was required.
"It is now six months, since the selection of these candidates was made, but due to the fault of JKPSC, they are made to suffer" said father of a selectee, added that it was due peculiar situation in the state which seems to be more responsible for it, added that government must relax the rule to give the benefit of six month service to all the selected candidates since declaration of the result of KAS by JKPSC.
