State govt set to reject recommendations of search panel for appointment of SecretaryJK AACL

SRINAGAR, Mar 16: After the rejection of Financial Commissioner, Industries and Commerce, Khurshid Ahmad Ganai as Chairman, Jammu & Kashmir Public Service Commission, the state government is all set to reject recommendations of a search panel constituted to recommend the name of a person who can be appointed as Secretary, Academy of Art, Culture and Languages (JKAACL).
The recommendations of Jnanpith awardee Kashmiri poet, Professor Rehman Rahi led Search Committee are more than likely to be dumped in dustbin with two names doing rounds who could be appointed as Secretary AACL. Both these persons do not figure in the list compiled by the Search Committee for the post of Secretary JKAACL.
Sources told Early Times that state government is giving a serious thought to appoint a retired professor of Sher-I-Kashmir University of Agriculture Sciences and Technology, Jammu (SKUAST-J) as Secretary JKAACL. The name of a Jammu based and formerly sacked Secretary of the Academy is also doing rounds for the post of Secretary.
"The ruling coalition is mulling the idea of appointing Dr. Ayaz Rasool Nazki as Secretary JKAACL. Nazki retired in 2011 from the post of Professor and Dean Faculty of Veterinary Sciences and Animal Husbandry, SKUAST-J. Age alone can become a barrier in the appointment of Nazki as Secretary JKAACL," said sources.
Sources said that former SKUAST-J Professor is above 64 years, two years more than the upper age limit prescribed by the search panel for the appointment of Secretary AACL. A noted writer- academic, Nazki has written many books with his latest book released at the winter capital in the last month only.
The other contender for the post of Secretary AACL is theaterist Balwant Thakur. Thakur was sacked by then Mufti Mohammed Sayeed led Peoples Democratic Party-Congress coalition government in 2003 for reasons ranging from misuse of official position to irregularities. Incidentally names of neither Nazki nor Thakur are there in the list compiled by Search Committee.
It would be in place to mention here that in June 2014 former National Conference-Congress coalition government had constituted a Search Committee for recommending names for the position of Secretary.
The Search Committee consisted of Jnanpith awardee Kashmiri poet, Prof. Rehman Rahi (Chairman), former Secretary JKAACL, Prof. N. D. Sharma (member), Administrative Secretary Tourism and Culture (Member) and Administrative Secretary GAD (Member).
After three month long deliberations the Search Committee had recommended five names including TV actor and producer, Ayash Arif, Kashmiri writer and scholar, Dr. Aziz Hajni, IFS officer, Dr. O. P. Sharma Vidyarthi, retired University of Kashmir Professor, Dr. Farooq Fayaz and retired Director Radio Kashmir Srinagar, Bashir Arif for the position of Secretary AACL.
Of the five proposed names, two retired officers are ineligible as the government has banned re-appointment of retired officials.
Sources said that previous coalition government had approved the name of TV actor and producer, Ayash Arif for the post of Secretary. His order of appointment could not be issued as the Assembly elections were being held when his name was approved by the previous government for appointment.
"The government under rules has to pick one candidate from Search Committee recommended panel. This may not happen as there are bright chances that either Ayaz Rasool Nazki or Balwant Thakur would be appointed as the new Secretary of Academy of Art, Culture and Languages," said sources.
Presently, the duties of Secretary AACL are being temporarily looked after by upgraded Deputy Secretary, Haroon Rashid.
