Purchase of non-nutrition items in Social Welfare Dept: Officers trying to hoodwink higher- ups to pocket Rs 8 crore 3/16/2015 11:32:19 PM Early Times Report JAMMU, Mar 16: New government headed by Mufti Mohammad Sayeed has reiterated its commitment to provide transparent and corruption free governance but some officers, who have habits of looting state exchequer due to misdeeds of previous regime, are not to mend their ways. These officers, notorious for pocketing government, have been indulged into irregularities to loot the state. Glaring example is officers of Social Welfare Department of Jammu province who have initiated the process for purchasing non-nutrition items through a firm which is not entitled to give supply directly. Credible sources said that Social Welfare Department of Jammu province have started the process of purchasing non-nutrition items through a firm namely National Cooperative Consumer Federation (NCCF)-the firm which is not authorised to supply items directly. As per a government circular order No NOFD/VIVII/11C57/SICOP/98, dated 08-07-2002, no government department can do direct purchase from NCCF. Furthermore as per court order dated 12-6-2014, government has been directed to comply circular to ensure streamlining of the system. Credible sources in the Social Welfare Department disclosed that some officers of the department, who have patronage of previous government, have been trying to hoodwink the new regime. Social Welfare Department Jammu has a fund of over Rs 8 crore and the department has decided to make these purchasing through NCCF, which is not eligible to make direct purchasing. Credible sources said that officers have kept higher ups in the dark and have started to make up money through irregularities.
