Radha takes the plunge, bats for Musharraf formula

JAMMU, Mar 16: Emboldened by the March 14 reported move of the BJP-led NDA Government to seek the views of the Jammu & Kashmir Government on the 2011 interlocutors' report on the state, Radha Kumar, who was one of three interlocutors appointed by the Congress-led UPA Government in October 2010 to look into the causes of unrest in Kashmir during the Summer and recommend measures aimed at ending it and resolving the Kashmir issue once and for all, has lost no time in taking the plunge and batting for the break-India (former Pakistan President Pervez) Musharraf formula. Other interlocutors were Dilip Padgaonkar and MM Ansari.
Radha on Sunday said: "The stakeholders must 'reinvent' four-point formula of former Pakistan president Pervez Musharraf for making a good beginning on the political peace process" and added that she "believes that many steps can be taken simultaneously like the economic liberalization of the state, bridging the gap of regions and sub-regions in the state and also on the building peace by involving all the stakeholders". "Our report deals with every aspect -- political, economic and social issues of J&K State," she said, adding that the Government of India after the proper feedback from the J&K government must try to pick up the threads from where they were left off in 2006 when Musharraf was heading Pakistan. "The process couldn't be taken forward due to the internal strife in Pakistan and subsequently the three-summer unrests in Kashmir after 2008…At the same time, we (the three interlocutors) have talked about political issues threadbare like importance of keeping the special status of the J&K intact…Now that the Government of India seems to have evinced its interest in implementing our recommendations, we hope a good beginning is made with all stakeholders on board," she also said.
Her main refrain was that the "Musharraf's formula is the only feasible option to make a good start on building peace in the region." The nasty Musharraf formula means India-Pakistan joint control over Jammu & Kashmir, demilitarization, porous or soft borders and Line of Control, division of Jammu & Kashmir into five zones based on ethnicity and religion. He had suggested a four-step approach for implementation of solution.
1. There should be agreement that Kashmir is the central problem between two states ;
2. Identification of those loci and plans that are unacceptable to the other side;
3. Take up consideration of other proposals; and
4. Solution acceptable to Pakistan, India and the Kashmiri people should be agreed.
There was also a appraisal clause in the Musharraf formula that after 7 or 15 or more years it would be discussed with the people and if they agree with it, the arrangement will be deemed as final settlement on the Kashmir problem. But if they say no, then another mechanism will have to be advanced to determine the desire of people in all these regions comprising Jammu & Kashmir and India and Pakistan.
The proposed Musharraf formula had met with different reactions both from inside Pakistan, Jammu & Kashmir and India. Benazir Bhutto and Nawaz Sharif had been advising Indian leaders not to reach any deal with President Musharraf on the Kashmir issue. Sharif had responded to the Musharraf 4-point formula in these words: "This gentleman Musharraf announces very important things off-the-cuff. He has the habit of taking decisions in a very casual manner. He is also erratic, a little impulsive. I don't agree on a lot of things with Mr. Musharraf. But then one has to look into this. One will have to study this. We don't have to go by what Mr. Musharraf says. Let us sit down and see how best we can resolve this issue". Reacting to President Musharraf's formulation on Jammu & Kashmir, then Prime Minister Syed Yousaf Raza Gillani said: "They were half-baked things that did not have the mandate of Parliament". Abdul Gani Bhat, former Chairman of the Hurriyat Conference showed his response to the Musharraf solution, saying "The proposal was in fact not only an acceptable solution but a very workable one too, where no party would have suffered the painful sense of defeat: neither the Indians nor the Pakistanis and not even the people of Kashmir". Indian Prime Minister Manmohan Singh had said: Had there been no internal trouble in Pakistan, he would have endorsed the formula.
As for the BJP and similar other political parties and the people of Jammu and Ladakh, besides organizations of the internally-displaced Kashmiri Hindus such as Panun Kashmir, they had all rejected outright the Musharraf formula, saying the formula, if accepted and implemented, would not only balkanize India but would also seal the fate of the minorities for ever. Now that the likes of Radha Kumar, who roam about freely in the New Delhi's corridors of powers, have endorsed the move of New Delhi to seek the views of the Jammu & Kashmir Government on the Musharraf formula, it would be only desirable on the part of the people of Jammu province to prepare themselves for a relentless struggle to pre-empt any move that is designed to drive the state away from India. The people of Jammu have to act in the manner they acted in 2008 and brought the state government and the UPA Government to their knees. They must remain alert.
