Srinagar, Mar 16 : As Borders of India and Pakistan remained tense over the years following the continuous attempts of ceasefire violation by Pakistani Rangers, over 1000 attempts of ceasefire violation by Pakistan till date took 25 lives of soldiers and injured hundreds of civilians in border areas: Defence Ministry said. According to Defence Ministry fresh updates during the Year 2013,199 attempts of ceasefire violation by Pak rangers were reordered, during 2014,153 and 2015,05 attempts of violation were recorded along the Line of Control (LC) and International Border (IB) under operational control of Army, while as along international border (IB) under Operational Control of BSF in 2013, 148 attempts of violation were recorded, in 2014,430 attempts and in 2015,156 attempts of ceasefire were recorded, however there has not been any increase in infiltration from Pakistan during 2014 in comparison to 2013. During the last three years (2012-2014) and the current year, 193 houses were fully or partially damaged in Jammu & Kashmir. The details of Army and BSF personals who lost their lives on Border in Last three years include; in 2012, 3 army soldiers and 2 BSF loss their lives, in 2013, 10 Army and 2 BSF and in 2014,4 Army,4 BSF soldiers loss their lives at different places along the border. All violations of ceasefire are taken up with Pakistan military authorities at the appropriate level through the established mechanism of hotlines, flag meetings as well as weekly talks between the Directorate Generals of Military Operations of the two countries. BSF, too, holds talks at various levels with its counterpart viz. Pakistan Rangers. Keeping in view exemplary service to nation government also accepted 'one Rank One Pension Scheme for Armed Forces and modalities for implementation have been discussed with various stakeholders and are presently under consideration of the Government. Financial implication could be calculated, once the modalities are finalized and approved by the Government and possible amendments to the pension policies are being examined with a view to reduce litigation for removing disparities in pension of various ex-servicemen. Defence Ministry also said that in connection with Recruitment of Soldiers keeping in demands of Defence Civilian employees that they should be granted Field Area allowance and Modified Field Area allowance as applicable to the service Personnel and for providing other allowances like Aeronautical Technical Allowance, Airworthiness Certificate Allowance, and Flight Charge Certificate Allowance etc. at par with technical defence personnel, it has not been found feasible to accept these demands as the job requirements and service conditions of Service Personnel and Defence Civilian employees are totally different. Complaints relating to alleged irregularities / malpractices in recruitment of soldiers have been received from time to time. In cases of complaints of involvement of touts, FIRs, where applicable, have been lodged. During the last three years (2012 to till date), three cases of involvement of Service Personnel were found. Court of Inquiry has been instituted in one case; preliminary investigation has been ordered in another case and in third, the CBI has registered a case. Proactive measures have been taken on a continuous basis to streamline the recruitment process. These include deployment of vigilance teams, involving police and Government intelligence sources, introducing additional checks and balances in documentation procedure, online verification of documents where feasible, conducting awareness campaigns against falling prey to touts, in-house printing of Question Papers to obviate leakage. |
