Pakistan provokes India again

Old habits die hard. This adage fits well with the attitude of Pakistan and its official agencies have been adopting towards India.Knowing well that any interaction with the Kashmiri separatists by any Pakistan official is a red rag to the Indian bull still the Pakistan High Commissioner in New Delhi took all the pains of inviting Syed Ali Shah Geelani for talks recently. This again peeved New Delhi in the same way India had felt upset when Abul Basit did not listen to the New Delhi's suggestion in August last. Then New Delhi was getting ready for sending its Foreign secretary to Islamabad for fresh talks which were scheduled to be held onAugust 25. However, a week before the talks Abdul Basit had invited several Kashmiri separatists for talks which forced New Delhi to call off the foreign secretary level talks.And Islamabad kept on indulging in breast beating which had no impact on the Government of India, led by Narendra Modi. What is peculiar about Pakistan is its double speak attitude. On one hand Islamabad has been making strong plea for the resumption of bilateral dialogue for settling various bilateral issues.In fact the main problem that Islambad wishes to resolve pertains to the Kashmir issue,on the other side it has, hitherto, failed to create a conducive atmosphere for talks.And whenever New Delhi has decided to reopen the channels of dialogue it has been done on its own and not under any pressure. But this gesture rather magnanimity is being ignored by Islamabad which continues to miss no occasion for pricking India. And the latest salvo that Islamabad has fired against New Delhi is the invitation having been sent to Molvi Umar Farooq, who heads a conglomerate of moderate separatists,by Pakistan High Commissioner, Abdul Basit. Pakistan High Commissioner Abdul Basit has invited Chairman of Hurriyat Conference (M) Mirwaiz Umar Farooq to New Delhi to apprise him about the outcome of recent Foreign Secretary level talks with India. Chairing a meeting of Awami Action Committee at Mirwaiz Manzil, Mirwaiz Umar informed the members that he has been invited by the Pakistan High Commissioner in Delhi to brief him with regard to Foreign Secretary level talks with India. "In this regard, a meeting of the APHC will be convened soon. Mirwaiz appreciated Pakistan's unflinching support to the Kashmir cause and to the path of dialogue and hoped that India will agree that people in Kashmir cannot be kept under subjugation for a long time. Molvi Farooq has tated that he has been invited by Abdul Basit to New Delhi for apprising him(Farooq) about the outcome of foreign secretary level talks.Does Molvi Umar Farooq have any constitutional, political and legal authority to be told about the outcome of the foreign secretary level talks held in Islamabad recently ? Certainly Molvi Umar does not have any such authority or constitutional status. Even the leader of the opposition in the Lok Sabha and the Rajya Sabha do not have any such status to be either told about the outcome of such bilateral talks or he does not have the legal authority to seek a report on such talks. Well experience does tell one that even some of the ministerial colleagues of Prime Minister,Narendra Modi may not have been given any idea about the outcome of foreign secretary level talks. This way the Pakistan High Commissioner would have not acted on his own.He would have sought clear direction from Islamabad before he had decided to invite Molvi Umar Farooq for talks where he was to be apprised of the outcome of the foreign secretary level talks between India and Pakistan.Umar Farooq heads All Party Hurriyat Conference which is an amalgam of various separatist bodies but it has not been given any recognition either by the Government of India or by the Government of Jammu and Kashmir or by the United Nations.Hence Abdul Basit has no justification for briefing Molvi Umar about the outcome of talks that were held recently between the foreign secretaries of India and Pakistan.As such whatever Abdul Basit has decided is a clear case of interference in the internal matters of India.This way if India chokes again the channels of dialogue Islamabad should not blame New Delhi.
