Not a single case of financial assistance cleared in 8 months

Jammu, Feb 3: The slackness on the part of Jammu and Kashmir Building and Others Construction Workers' Welfare Board (JKBOCWWB) can be gauged from the fact that thousands of the financial assistance cases of construction workers are lying pending for clearance for the last eight months. Sources told Early Times that thousands of financial assistance cases of construction workers including death compensation cases, marriage assistance cases, and scholarship cases etc. of the wards of the workers have not been processed and cleared by the Boards for the last eight months. "The Chief Executive Officer of Jammu and Kashmir Building and Others Construction Workers' Welfare Board who had recently been transferred, did not evince any interest to process the cases of financial assistance for the unknown reason during his tenure of eight months thereby causing mental harassment to workers of labour class who were in dire need of financial backup for welfare of their children," they said. They further said that thousands of such cases have piled up in Jammu division with each district having pendency of over thousand case related to various categories of financial aid despite availability of money to the tune over Rs 400 crore in its kitty received through cess levied by the Government on various constructions works in the State. "Among all kind of financial cases, the death compensation cases have the maximum pendency which have not been cleared for years together by the Board. Moreover, the scholarship cases of children of labour class have not been cleared due to which the studies of the children of the workers got adversely affected due to insensitivity and callous attitude of the Board," they alleged. They further disclosed notwithstanding the fact that Board has an authority to appoint its staff for increasing its manpower to make the functioning of the Board smooth so that genuine cases of building construction workers can be cleared but Board had been reluctant so far in doing so. "Recently outgoing CEO only spent his time during his brief tenure of eight months and did nothing for the betterment of the Board and labour class as funds had never been constraint for the board to make thing going," they said further adding that due to inability of the Board to sort out financial assistance matter, it has put all its burden on concerned Assistant Labour Commissioner Office which entails enough delay to process the cases. Moreover, the concerned Assistant Labour Commissioner Office had put so many formalities for applying various financial assistances that and workers who are generally illiterate had to face difficulties in completing the formalities. Sources alleged that different rules are being applied by every Assistant Labour Commissioner Office as there is no uniformity in formalities for processing financial assistance case.
