Ex Deputy CM wake up, applies for special leave

Jammu, Feb 3: The former Deputy Chief Minister Dr Nirmal Singh who is "habitual of flouting university norms" woke up on Wednesday and applied for special leave in his department.
The ex-Deputy CM was brazenly flouting the rules and guidelines passed by University Council in 1987 pertaining to contesting elections. Dr Nirmal Singh applied for special leave this morning after the issue was raised by a student body of Jammu and Kashmir National Panthers Party.
The University Council guidelines clearly state that Professors can contest elections after seeking special leave from the competent authorities.
Former Deputy CM, had contested the Assembly Elections in 2014 from Billawar constituency, without availing special leave from the University of Jammu, sources alleged.
They further alleged the incumbent had flouted the University norms and statutes brazenly.
The University had been issuing regular notices to Dr. Nirmal Singh with a plea that it would relax the norms and guidelines issued by the University Council under special provision provided he applied for the requisite special leave pertaining to contesting the elections.
"Dr Singh never bothered to pay any attention on these notices and continued to violate the norms during his tenure as the Dy Chief Minister," sources added. Thakur Verinder Singh, State President National Panthers Student Union alleged that the students in the department of history in the University of Jammu were the worst sufferers as the University could not appoint any teacher on behalf of Dr Nirmal Singh as the latter did not avail any special leave. Shalinder Singh Jamwal, Head of the Department (HoD) History when contacted by Early Times confirmed that Dr Singh applied for leave this morning.
Earlier, Dr Singh has remained in news for not adhering to the guidelines set up by the JU authorities. Dr Singh availed Sabbatical Leave for research work but at the time of rejoining, he not only enjoyed salaries for full one year but also threw the norms to wind and joined back without submitting their work report. As per rules, "The programme to be followed during the Sabbatical leave shall be submitted for approval (by the University) along with the application for grant of leave. On return from leave the teacher shall report to the University the nature of study, research or writing work undertaken during the leave period."
