Uncertainty over Govt formation leads to confusion

Srinagar, Feb 3: Amid uncertainty over Government Formation in Jammu and Kashmir, there prevails 'chaos and confusion' in the state administration thus affecting its functioning.
The state is under Governor's rule since January 9 following the demise of Mufti Mohammad Sayeed. The PDP and BJP have so far failed to reach a consensus over Government Formation.
However, there is chaos in the state administration in absence of the elected government.
"The delay in Government Formation has created confusion in the state administration. We don't know when the elected Government will be in place? We even don't know whether we will be able to implement the directions of the Government when the elected Government takes over as ministers will issue their own directions," a senior bureaucrat told Early Times.
He said not many delegations have been visiting the Civil Secretariat these days as people have less expectations from the Government under the Governor's Rule. "When the elected Government is in place, people come up with their issues and ask their representatives to get them addressed," the official said.
Another official said there always remains ambiguity when there is no elected Government in place. "We don't know whether the Governor Rule will prevail for next one month or the elected Government will be in place in 24-hours. This not only creates ambiguity in the minds masses but also in the Government officials thus affecting the functioning of the governance," the official said.
The official said although they have started preparations for the budget but don't know whether the budget will be presented in the Assembly and will have discussion over it or Governor will opt for Vote-on-Account. "Similarly, there are scores of such issues where there is uncertainty due to absence of the elected Government."
Ali Mohammad, a resident of Rajouri said he had gone to the Civil Secretariat to get redressal of issues of basic amenities of his area but returned disappointed. "We don't know with whom to raise our issues. The ministers were well aware of our problems but there is complete chaos in Government offices these days," he said. The stalemate over Government Formation in Jammu and Kashmir sees no end in the state. On Tuesday, Governor N N Vohra had called the PDP president Mehbooba Mufti and BJP leaders to clear party's stand over Government Formation.
Mehbooba Mufti has asked New Delhi to initiate state-specific Confidence Building Measures before she thinks of forming the new Government.
The PDP president maintained her party has no differences or trust-deficit with BJP, "but Government of India should start CBMs due to the complex situation of the state." While the BJP has sought 10 days from the Governor over Government Formation.
