Irregularities in Kathua 'power scenario': Officials enjoying political patronage
Transformer connections given without permission, sans supervision charges

Jammu, May 2: Irregularities in installation of private transfers and connections without following procedural norms is not only depriving the general public of Kathua district of their rightful due but also accruing huge losses to state exchequer, thanks to PDD authorities who have given free hand to an official to 'facilitate' such practices for a long time. The said official working on deputation with EM& RE division has not been 'touched' for years and even remained unscathed when the Governor's administration ordered doing away with attachments in all the departments two months back.
Sources said the said official is technically taking care of Computer wing but practically boss by all means, thanks to political patronage at the highest level which has emboldened him to take all decisions on his own. The free hand so given has allowed him to turn the transfer installation business into a sort of mafia in which everything happens in violation of laid out procedure and norms for such task, said the sources, adding that the not even a requisite application is sought from those seeking such connections for factories, stone crushers or other such private businesses. Not to speak of giving mandatory amount as supervision charges, which they skip conveniently, said the sources adding that this is directly affecting the revenue income of the department besides depriving lakhs of consumers normal power supply. The beneficiaries get the connections without bothering to get it through proper permission nor do they deposit any installation or supervision charges as this official is there to 'facilitate' everything for them.
Kathua district is normally witnessing power electricity cut schedule for nearly 4 hours daily, said the sources adding that in rural areas power is supplied for just few hours, which is a direct bearing of irregularities in power supply and a mafia of illegal power connections running in the district. Irony of the case is that the official is working on deputation basis with EM & RE division but the authorities in the power department on account of his high level connections and patronage are managing to draw his salary from Development Power Commissioner. Interestingly, the salary is drawn on the basis of attendance certificate furnished by the authorities much senior to him in post and experience which shows how much of influence and power he wields in the said department, said the sources.
One more related aberration in the case is that this official continues to work at one place for apparent reasons and draws salary from the Development Power Commissioner's office where his post is vacant and the office work is suffering for want of a permanent official for this post, sources further said.
