EARLY TIMES REPORT New Delhi, Mar 26-Expressing his desire to make Jammu and Kashmir a model state of the country, the Prime Minister Dr. Manmohan Singh today said that a comprehensive plan for accelerated development of the state would be formulated after the ensuing Lok Sabha elections. This was stated by the Prime Minister at his first meeting with the J&K Chief Minister Omar Abdullah here today during which he discussed threadbare various issues pertaining to the development of the State. He appreciated the leadership qualities of the Chief Minister. Dwelling at length on the issue of development plans for J&K, the Prime Minister called for prioritizing health and education sectors, adding the initiatives taken by the previous State government in these sectors must be taken forward. He called for empowerment of people at grassroots’ level and said the State government should hold Panchayat elections after Lok Sabha polls to achieve this objective. Early Times Report SRINAGAR, Mar 26: With the mopping up operation still underway in Shamasbari area in Kupwara district, where 17 militants and 8 soldiers have died so far in a week-long gunbattle, Police and security forces today claimed to have eliminated four more militants in different encounters in Kashmir valley. Officials sources told Early Times that acting on a specific information, troops laid an ambush in Izmarg, close to LoC near Kanzal, in the afternoon today. EARLY TIMES REPORT SRINAGAR: People's Democratic Party patron and former Jammu and Kashmir Chief Minister Mufti Muhammed Sayeed is likely to contest the Lok Sabha polls from the PDP stronghold of Anantang in south Kashmir. Though no official announcement has been made, sources said many in the party wanted the former Union home minister to "shift to the national politics for the time being". AGENCIES NEW DELHI, MAR 26: A six-day gunbattle between militants and the Indian army in Kashmir has raised security concerns about more attacks in the disputed region before a general election, army officials and experts said. At least 25 people -- eight of them soldiers -- were killed in the Kashmir gunbattle this week as Lashkar-e-Taiba (LeT) militants played cat-and-mouse with the army in dense forests. Army officials say the militants infiltrated India by crossing the Line of Control, a ceasefire line that divides the Himalayan region between India and Pakistan. Kargil highway to open from April 7

EARLY TIMES REPORT JAMMU: The Srinagar-Kargil Highway, closed since December last owing to heavy snowfall in the region, is expected to be thrown open to traffic from April 7. "With snow clearance operations being undertaken around Zojila pass, the Srinagar-Kargil road is expected to be thrown open for vehicular traffic by April 7, 2009," Deputy Commissioner (Kargil) Satish Nehru said. The highway was closed for vehicular traffic in December last year due to heavy snowfall at Zojila pass.
