Jammu, Mar 14 : After the main opposition party in J&K legislative Assembly, Peoples Democratic Party (PDP) decided to boycott remaining budget session, the Speaker and Deputy Speaker are finding hard to maintain the quorum in the legislative Assembly. On Thursday, Deputy Speaker Muhammad Sartaj Madni was conducting the house in absence of Speaker and directed many members, including ministers not to leave the house, otherwise quorum will not be maintained. On Wednesday as well, Speaker Mubarak Gul asked members not to leave and be seated inside the house. Out of 89 members of legislative Assembly, the PDP has 21 members in the house and after the boycott opposition benches remain vacant which is forcing treasury benches MLAs to attend the house regularly. Even if 21 members of PDP remain absent from the house, 68 other members still should be present but not more than 30 members gather in the house at one time, which is a cause of concern for every one. During the second sitting of Thursday, the house gathered 19 minutes late from the scheduled time of 3:30 pm as quorum of the house was not complete. The government has failed to bring all its members inside house, which is leading to such a situation. But this doesn't have any impact on chief minister Omar Abdullah, who for most of the time remains absent from the house. On Thursday, he didn't attend the house for a single minute and on Wednesday; he didn't stay inside for more than 15 minutes. The chief minister seems to be taking the proceedings of the house non-seriously and remains absent for most of the time. When a question was raised during the question hour pertaining to home department, neither chief minister, who is also the home minister, not his deputy was present in the house to answer. The minister for medical education Taj Mohiddin stood up and tried to answer but deputy speaker deferred the question and said that government is not setting good precedence. As on one side, when main opposition party is out of the house, government led by National Conference (NC) has adopted non-serious attitude towards dealing people's issues in the house. |
