Sham orders inquiry into Shopian PHE scam

srinagar, Mar 14: Taking cognizance of Early Time Plus report about misappropriation of funds to the tune of 53.3 crores in PHE Division Shopian, Minister for PHE, Irrigation and Flood Control, Sham Lal Sharma has ordered an departmental inquiry into the matter.
Sources said the PHE Minister Sham Lal Sharma has taken cognizance of the report that appeared in this newspaper on March 12 under title "Rs 53.3 crores scandal in PHE Div. Shopian, works approved for execution without tenders" and has directed the Chief Engineer PHE Kashmir to furnish a detailed report within shortest possible time.
It merits a mention here that this newspaper in its March 12 edition had reported that Public Health Engineering (PHE) department, Shopian has given approval for execution of work worth crores without according administration approval and observing the prescribed norms. In what can be termed as a fishy exercise, the division gave approval for works worth Rs 53.3 crores to be executed during next five years in less than a week in December, 2012. Under the allotted works figure some schemes which have not been approved by the Government as yet.
It was reported that during the last week of December 2012, the then Executive Engineer who has been now elevated as superintending Engineer Doda, had given approval for execution of work for crores without inviting tenders and following other codal procedures. Sources said the works were allotted to blue eyed persons on commission basis, however, there was no administrative approval for the same. Even some schemes have not been approved by the Government at all. Why the developmental works worth Rs 53.3 crores supposed to be completed in five years were allotted without tenders and without following other codal formalities in just six or seven days in between December 24-27 when the Xen was about to get elevated, is a big question before the incumbent Executive Engineer and the Chief Engineer Kashmir who are in a fix how to deal with this mess. According to some reports transaction of around Rs 10 crores has been made as commission against the allotment of works.
When contacted, PHE Minister Sham Lal Sharma confirmed that he has directed the Chief Engineer PHE Kashmir to furnish a detailed report about the reported "violation of codal procedure" by PHE division Shopian.
The Minister said the facts will come to the fore soon after which appropriate action under law will be taken into the matter.
Sharma hinted at ordering departmental inquiry into the reported "coupling pipes scam" soon in order to ensure accountability and transparency in the department.
