Javaid Naikoo SHOPIAN, Mar 14: Yet another scam in a Centrally Sponsored Scheme has come to the light in Kashmir wherein funds for construction of houses under Indira Awaas Yojna (IAY) have been offered to people who own multi storied houses and have spent money for buying luxurious household items after paying a fair sum of money to the concerned Village Level Workers as commission for illegal favours. According to documents available with ETP, the IAY list of 2012 for different Panchayat Halqas of District Shopian shows that the concerned village level workers of Panchayat Halqas Dunaroo, Manloo -A, Zawoora B, K-Hallan Manloo B and K-Zawoora have framed a list of IAY beneficiaries after grabbing a fair amount of commission from all these people while as the deserving ones who could not pay commission have been dropped. The details reveal that many people like Bashir Bhat son of Khalil Bhat, Arshad Khan son of Nazir Khan, Khurshid Khan son of Qadir Khan received two installments under this scheme after the concerned VLWs presented their reports in the office of project officer ACD Shopian, while as these people not constructed any houses and have bought luxury household goods with the money. The data reveals that in many cases, in one household , a father and his son has been given both instalments under this scheme, besides sarpanchs, panchs and workers of different mainstream political parties have misused this scheme after using their political influence in the concerned department. One deserving person namely Mohammad Ayub Dar son of Mohammad Ashraf Dar of Karewa Zawoora who possess the document details of department of Revenue as a deserving candidate for the IAY scheme to build a house for himself could not like many other people of the area pay commission to the concerned VLWs of the area is still roaming from one Government office to another to get sanctioned an IAY case in his favour. "Current ACD, former Deputy Commissioner and other officials visited my place and directed their subordinates to sanction a case in my favour in 2012, but I am yet to receive anything from the Government and instead of any help I am now threatened to stay quiet and not to expose the fraudulent deals," said Mohammad Ayub. According to Mohammad Ayub the concerned Village Level Worker namely Zahoor Ahmad has been instrumental in huge misappropriations in connivance with other officers. |
