JCCB in hot soup, VOJ inquiry indicts embezzlement

rajouri, Mar 14: The dark clouds continued to hover over the management of Jammu Central Cooperative Bank who were trying to reconcile as Vigilance Organization Jammu (VOJ) probing the alleged illegal appointments, attachments and embezzlement in the financial assets of bank, indict embezzlement in banking system High placed sources within bank told that Vigilance Department in its report further has asked for quashing the so called illegal appointments by the bank management.
SSP Vigilance Shakti Pathak when contacted confirmed the reports and said that the report has been dispatched to the Cooperative department for further action. The VOJ started probe after allegations of illegal appointments were done in the JCCB. In a report VOJ has said that former MD JCCB has allegedly made 30 appointments of cashier cum clerks and class4th employees for the period of 89 days on consolidated salary and subsequently these consolidated employees were confirmed in different branches of the JCC bank.
Pertinently the VOJ report came to fore when Cooperative Minister Incharge Dr Manohar Lal has sought a financial aid of Rs 1.86 Cr from state government to bring the bank back to track. Earlier also the Commissioner /Secretary to Government GAD, under NO SVO-PE-JMU03/2010-16158-60 was apprised about the embezzlement done in the JCCB by IGP Vigilance and further requested to take appropriate action as deemed fit in the above mentioned matter pertaining to these appointments in the bank. The same inquiry was being conducted by Crime Branch but former MD JCCB managed to get a respite from the court by getting 'stay' on the plea that no parallel inquiries to be initiated by two investigating agencies.
Meanwhile following the same the Mohinder Singh, Chairman Jammu Central Cooperative Bank Limited and then, OSD to the Chairman of the Bank also got 'interim orders' from the High Court after State Accountability Commission (SAC) initiated proceedings against them along with Minister of State for Cooperatives, Dr Manohar Lal Sharma who were facing allegations of misappropriations within bank on the plea that SAC does not take suo motto decision and are claiming tall claims for the better banking in cooperative sector.
When VOJ probe brought to limelight that it was 30 illegal appointments an RTI plea found another 141 blue eyed were illegally managed job in the JCCB, the bank in controversies, and among appointees including a beneficiary the son of National Conference MLC Javed Rana.
Pertinently this RTI was filed none else but by an aggrieved employee of the bank and the reply to this RTI Ref no SIC-J-C-101-2012/2070, the Chairman of the JCCB Mohinder Singh was declared defaulter and his unit was declared sick. He was sanctioned funds amounting crores for establishing the Industries under the name and style of M/S Jammu Woolen Mills (P) Ltd in the year 1990. From the year 2009 he started liquidating his liabilities. He still has to pay Rs 1.77 Cr to SFC.
The startling revelations made Jammuites and JCCB employees surprised that how a defaulter is enjoying the status of a head of financial
institution with working capital of Rs 1500 Crore.
Following complaints having no 24195, 24225 and 27318 received at Chief Minister's grievance cell regarding illegal appointments made by the Chairman Mohinder Singh and then MD Arun Bakshi of JCCB, the concerned minister Manohar Lal ordered inquiry that too proved just an eye wash.
Here it merits to mention that Govt order No 30/Coop of 2012 an inquiry committee headed by Special Secretary to Government ,Coop Department was set up against the allegations on Chairman Mohinder Singh and then MD JCCB for the illegal appointments for the post of Cashier-cum Clerk in the year 2009-2012 and financial irregularities in the said bank but that too turned a futile exercise as nothing positive came out. The MDJCCB later give up his job to save his skin.
Above all misappropriations and alleged embezzlements in the JCCB, the RBI the nodal banking monitoring agency too has shown its concerns over the affairs of the said bank. And RBI in an official communication vide Ref No RPCB CO RCB No 11034 (33)/07.06.000/2011-12 dated 9 May 2012 clearly indicated that no further extension of time to be granted to the Central Coop banks for renewal of licenses i.e. the JCCBs license too is under doldrums.
