| Govt's alleged failure to address Kishtwar imbroglio | | Petition to come up before SC on Monday | | Early Times Report
JAMMU, Aug 21: A petition filed by the J&K National Panthers Party chief Bhim Singh alleging deficient response of the State Government in dealing with the communal violence that broke out in Kishtwar on August 9 and situation arising after it, shall come up for hearing on Monday next.
A Division Bench of Supreme Court of India presided over by the Chief Justice of India, Justice P. Sathasivam today expressed the hope that the Govt. of J&K shall attend the local problems of the residents of Kishtwar who have been under siege of curfew for the past 12 days following the unfortunate riots in the town on 9th August, 2013.
The Supreme Court division bench comprising of JJ Ranjana Prakash Desai and Ranjan Gogoi headed by the Chief Justice of India fixed the hearing in the Petition on 26th August, 2013.
Prof. Bhim Singh, Sr. Advocate submitted that the affidavit filed by the Chief Secretary of the Govt. of J&K has mentioned no details as was the direction of the Supreme Court. He also submitted that no concrete step has been taken except carrying the sermons and assurances to hold inquiry and investigation. He said that the affidavit filed by the Chief Secretary has not mentioned even the FIRs filed in connection with the killings of three persons nor even the names of the persons killed. He also submitted that there is no food and other essential commodities available to the curfew siege residents of Kishtwar town nor medical facilities. The Chief Justice pointed towards Gaurav Pachnanda, Sr. Advocate for the State of J&K asking him to convey this concern to the Govt. of J&K.
The Court allowed Prof. Bhim Singh to file a rejoinder to the affidavit of the Chief Secretary within three days. The reports coming from Kishtwar are horrifying as 92 policemen serving in the lower rung have been transferred in discriminatory without assigning any cause or reason. Even the transfers of the Kishtwar DM and SSP immediately after the disturbance have been done without any reason or cause. There is a tremendous demand to hold inquiry into the entire episode by CBI. Prof. Bhim Singh was assisted by M/s. B.S. Billowria, P.V. Yogeswaran, Vijay Pratap Singh, advocates. |
