| Positions of chairman, deputy secretaries continue to remain vacant | | Board of School Education; a skeleton without vital organs | | Jehangir Rashid
SRINAGAR, Aug 21: The Jammu and Kashmir State Board of School Education (JKSBOSE) has turned out to a skeleton without vital organs as it continues to be headless thus putting the whole system in a quandary and jeopardizing the whole system.
There is no head for JKSBOSE since the Board is without the chairman for the last so many months. In addition around one and a half dozen positions of deputy secretaries are lying vacant at JKSBOSE and no steps whatsoever are being taken to fill these positions. This has aggravated the matters at the Board and its functioning has been affected badly.
"There is no Chairman of the Board and 17 positions of Deputy Secretaries are also lying vacant. This has jeopardized the whole system at the Board and the concerned stake holders are not willing to set the matters right. The education ministry is least bothered about this all important aspect and no steps whatsoever have been taken for filling up the positions of Chairman and Deputy Secretaries," said the sources while sharing details with Early Times.
Sources said that the non-fulfillment of the positions of Chairman and Deputy Secretaries at JKSBOSE is creating problems for the students who visit the Board in connection with various administrative matters. They said the students along with their parents have in the past raised their protest against the fallacies due to the absence of Chairman and Deputy Secretaries.
"There are students who along with their teachers visit the Board office in connection with the various matters. They are highly dejected and disappointed as and when they get to know that their work can't be done since the concerned officials are not in place. School Education Minister, Tara Chand should look into this matter so that the concerned positions are filled without any further delay," said the sources.
Sources said that the basic reason for the delay in results along with the delay in examinations is due to the fact that the positions of Chairman and Deputy Secretaries are yet to be filled. They said that once the positions are filled it is expected that the system would be streamlined at the Board and everything would fall in place.
Meanwhile, Jammu and Kashmir Teachers Forum (JKTF) has expressed concern over the absence of Chairman JKSBOSE. In a statement, a spokesman of JKTF said that this has badly affected the functioning of this premier institute. The spokesman said that some of the officers either misuse official position or pass on directions which they are not authorized to.
The spokesman said that a meeting of JKTF was held under the chairmanship of Abdul Qayoom Wani. He said during the meeting it was felt that Government is non-serious towards this crucial and sensitive issue as no search/selection committee has been constituted which would have expedited the process.
"It was impressed that the vacant posts of Deputy Secretaries be filled at the earliest from the School Education Department and the services of the Secretary Board be repatriated to Higher Education Department including Secretary be taken for school education. Similarly Joint Secretaries be filled from the officers of School Education," said the spokesman. |
