| 2 and half years on, Urdu Academy still in oblivion | | | Akshay Azad JAMMU, Sept 10: Exhibiting administrative inertia in functioning of various Government departments at main power corridor (civil secretariat), the establishment of proposed Urdu Academy is still on papers, after the lapse of more than two and half year, since the process was started. Sources informed Early Times that in February, 2011, the Taing Committee had submitted its report to Higher Education department (HED) following which the HED had initiated process for the establishment of Urdu Academy, which was one of the recommendation of Committee. "For the last more than 2 and half years, the file regarding establishment of Academy has been shuttling between tables of Higher Education department and Planning and Development Department", sources said. They further informed that the structure of proposed Urdu Academy has been finalized with 29 posts of various cadres including gazette and non-gazetted. "As per the proposal sent by Higher Education department to Planning department, a secretary will head the academy, who will be assisted by one editor, one associate editor, assistant editor, two research assistants, one publication officers, one publication assistant, one accounts assistant and section officer" sources said, adding that some months back, the P&DD had raised a query raising objection over establishment of Academy. "Around two and half months back the query raised by P&DD was replied by HED, which was accepted by Planning department", an official seeking anonymity said, adding that around two months back, the file was sent to Finance department for getting the financial concurrence. Sources said that almost all process has been completed and once the financial concurrence would be approved, the Urdu Academy would be established. Pertinently, over the long pending demands of Urdu lovers, the State Government had constituted a committee under the chairmanship of Member of Legislative Council Mohammad Yousuf Taing, for the promotion of Urdu language. After holding threadbare deliberations with all stakeholders, the committee had submitted its final report comprising 36 recommendations, to Higher Education Department in the month of February, 2011. The first and most important recommendation of Committee was to establish an Urdu academy in the state for promotion of Urdu language. In 1889, during the regime of Maharaja Partap Singh, Urdu was declared as official language of state and when the first constituent assembly of state had completed their work in year 1957, they had declared Urdu as official language of State. |
