Shortage of teachers takes toll of education system in Rajouri

Rajouri, Sept 26: The education system in Rajouri district is ailing due acute shortage of teachers which came to fore to an RTI reply, according to information available with Office of Chief Education Officer (CEO) over 1200 posts of teachers, 122 posts of masters are lying vacant. Due to shortage of teachers in the schools situated in far flung and inaccessible areas in the district education of the students is getting adversely affected as at many times they return to their houses without any classes.
Social organizations, various NGOs and members of civil society held responsible CEO office responsible for acute shortage of teachers in the schools as they alleged that mismanagement and gross violations of transfer norms by the previous in-charge CEO has created the trouble for the department. SA Mughal and Shiraz Inqlabi ,chairman and spokesman Social Justice , a NGO, while expressing resentment over gross violations of transfer rules in the CEO office have said that most of the schools in rural areas facing shortage of teaching staff as some teachers, masters and clerks, who links and money power, have managed their attachments in the urban areas
Following complaints from parents and students that few government schools in Thanamandi tehsil are locked due to shortage of staff some members of Thanamndi Development Forum (TDF) and Hamadarad Foundation (HF) visited the spots on Wednesday and apparently found five primary schools locked during working hours at Ghamir Gali,Posahan (Mobile School) Bidya. Commenting on the issue concerned Zonal Education Officer (ZEO) said that his zone facing acute shortage of staff as 106 posts of teachers are lying vacant while 86 masters have been engaged for census duties. The NGOs have demanded probe in the mismanagement in the recent adjustment of maters and alleged that more than 25 masters who were promoted have been adjusted in the same schools from where got promotions which is a gross violation of RMSA norms. They alleged that some graduates in nexus with the officials of CEO office have managed their postings in some schools being run according to RMSA rules.
Citing examples they said in Higher Secondary School at Kakora 7 masters have been adjusted against two vacant posts while against three vacant posts in HSS at Kalakote seven candidates have been adjusted.
However the NGOs hailing newly appointed Chief Education Officer said that his instructions to all the concerned ZEOs, principals and head masters not to let join new promotees/teachers without his permission will somehow streamline the system. Some trade union leaders including R Kumar, Sajjad and R Ahamed have alleged that some teachers on the medical grounds/ court directions /political influence have managed their postings in the urban areas and have been running coaching/tuition centers and by doing so playing with the future of students from remote areas and have demanded a probe in all these allegation from a competent authority .
