| Govt committee fails to submit report | | Selection List of Teachers | | early times report Srinagar, Sept 26: A week on, the government committee constituted to re-examine the selection list of teachers in north Kashmir's Kupwara district, has failed to submit its report. The committee, headed by the Advocate General , was constituted on September 4, 2013 to examine the single and division bench judgments pertaining to selection of teachers for the district and application of non-selected candidates for appointment. Other committee members include: Secretary General Administrative Department (GAD), Secretary Law Justice and Parliamentary Affairs and Chairperson, Service Selection Board. Government had asked the committee to submit its report within one week. State High Court earlier in month of December, 2012 quashed the previous teachers list citing violations in the conduct of interview. Following the HC judgment around 750 posts of teachers were left vacant in district forcing authorities to depute staff from Sakshar Bharat Mission (SBM) 'illegally' to overcome the crises. Officials in the department said around 450 people were deputed in different schools in order to provide support to the schools facing shortage of staff. "It was just an unofficial move. We can't send them in schools but there was no option left. They will be withdrawn to their respective duties by the end of this session," said one of the officials wishing anonymity. He said they are waiting for judgment for previous list and hope of new recruitments as job aspirants have applied in recent SSB exams as well. The dearth of teachers has delayed the promotion process, leaving around 250 posts vacant, supposed to be filled after promotion of teachers. "We had earlier referred the 750 posts to Service selection Board as we can't fill these posts with our own authority. However master posts will be filled soon after the teacher posts get filled in the district." He said they have also started recruitment process for 20 ReT posts which are vacant in the department. Secretary GAD, Ashraf Bukhari, who is one of the members of the new committee, feigned ignorance about any developments in the issue and said he never attended the meeting and don't know what happened there. "I don't know who has constituted the committee. I don't know anything about it and comment as well." Another committee member, SSB Chairperson Shagufta Parveen, refused to comment on developments. "Why are talking to me, better talk to government regarding it." |
