Avinash Azad JAMMU, Sept 26: In brazen breach of state government's ban on mid-term transfers of teachers, former Director School Education (DSE) Jammu GA Qureshi had transferred around 1300 teachers in two years. Document in possession of early Times divulged that the then Director School Education GA Qureshi had transferred 1298 during November 1, 2010 to November 30, 2012. "Most of the transfers made during said period of time were illegal and this of former director had also affected education of student", said sources, adding that for worst results of government school the DSE was responsible. They further said that the former DSE was doing mid-term transfers under political patronage. "He (DSE) was very close to some Ministers of cabinet rank who had also defend him", sources said. However, as per order number 27-Edu/2010 of January 12, 2010 the state government had banned mid-term. In order to ensure availability of teachers in the schools in tune with their respective sanctioned strength in public interest and to meet the exigencies of services, the order said that the transfers of teaching personnel should be made only at the beginning or at the end of academic session, no mid-session transfer shall take place. "Minimum term of teaching personnel at a place shall be two years in plain areas and one year in hilly areas. However, maximum term of teaching staff at a place shall be three years", the order read, adding that the director concerned shall be competent to make transfers of Masters, Headmasters and Lecturers within their respective jurisdiction except premature transfers. |
