Srinagar, Oct 27 : Around 129 trucks and buses, carrying official records and employees today arrived here winter capital Jammu, after the Civil Secretariat, seat of the government, was closed in summer capital, Srinagar.To allow free movement of vehicles from here, the authorities had banned plying of the Army, other paramilitary force and other heavy vehicles on the highway today and tomorrow. The offices will reopen in winter capital, Jammu, on November 4.However, a winter secretariat, where a number of senior officers will remain available for public hearing, will remain functional in Srinagar during winter. A minister will also remain available in the winter secretariat on rotational basis to address the public grievances when the seat of the government will remain in Jammu.Around 129 vehicles comprising 29 of Police Headquarter and 100 of Civil Secretariat trucks and buses today left for Jammu with official record and employees from here today from civil secretariat. The process will continue tomorrow also. In connection with the shifting of annual Darbar Move from Srinagar to Jammu, the Traffic Police department has imposed restrictions for traffic movement of load carriers, trucks which included Army, BSF, CRPF and other Security Forces transport on National Highway today and tomorrow so that the Darbar Move Employees of Jammu based and official record would reach to their destinations without facing any problem. Moreover, the traffic movement for trucks and load carriers would remain off on November 2. However, the traffic of Army, BSF, CRPF and Security Forces transport will ply smoothly on that day. The Governor N N Vohra secretariat, office of Chief Minister Omar Abdullah, his cabinet colleagues, bureaucrats, heads of departments besides Service Selection Board (SSB) will function from Jammu during winter months. Jammu and Kashmir is the only state in the country which has two capitals. The Chief Minister has many a times expressed his views against the shifting of seat of the government to Jammu during winter when people in Kashmir need it more because of severe cold. Similarly Darbar Move shifts to Srinagar during summer when people in Jammu need it more there, when temperature goes up to 45 degree. However, this practice is going on for the past about a century, costing crores of rupees, besides making the administration non functional for about a week. |
