Relief Commissioner's office sells migrants' flats; Govt stays dumb

Jammu, Oct 27: Allegations of nepotism and favouritism have again surfaced in the office of Relief Commissioner (migrant) Jammu in the verification of application forms received for allotment of flats for KP migrants. The Relief commissioner’s office has to allot around 650 flats to non-camp migrants in Jagti Satellite Township for which the office had received around 8000 applications. Sources said that only 2000 applications were verified and 6000 applications were put on hold in 2012. "Out of these 2000 applications 549 people were allotted flats but this allotment came under scanner when around 100 beneficiaries were found ingenuine," source said.
The Jammu and Kashmir Revenue and Relief department in June this year had announced re-verification of these applications after the Relief Commissioner’s office allotted flats to people without following the due procedure. It was in 2011, when the office invited applications for non-camp migrants for the purpose of allotment of remaining flats at Jagti.
They said that around 8000 applications were received by Relief Commissioner’s office but these applications were not properly verified and in 2012 these flats were allotted to few blue-eyed people having close connection with few officials.
After discrepancies came to the fore, the Revenue and Relief department cancelled the allotment and ordered re-verification of applications. "The re-verification process stopped on September 8 but an official of the department identified as Ravinder Bakshi, who is a close associate of Relief Commissioner R K Pandita, is performing individual verification of few people even after the deadline," sources said.
"These applications belong to those people who were earlier allotted flats in 2012 illegally," they added.
Under the Prime Minister's reconstruction plan, flats were allotted to Kashmiri migrants who had migrated to Jammu in 1989 and 90 after arms insurgency broke out in the state. In first phase, flats were allotted to those migrants who were living in different camps in and around Jammu. In second phase, remaining 650 flats were to be allotted to non-camp migrants for which the process started in 2011.
