| J&K unable to rectify power sub-stations, NRPC angry | | | Syed Junaid Hashmi JAMMU, Nov 12: Northern Regional Power Committee (NRPC) has expressed dismay over prolonged delay by Power Development Department (PDD) of Jammu and Kashmir in rectifying deficiencies of various sub-stations in a time bound manner. They have asked the State Government to take up the rectification work with apt seriousness, which according to NRPC, J&K has not been doing. Besides, state has also been asked to regularly update NRPC about the amount of rectification work done in various parts of Jammu and Kashmir. These directions were issued in the 29th meeting of Northern Regional Power Committee (NRPC) held on September 13, 2013 and 26th meeting of TCC held on September 12, 2013 at Parwanoo, Himachal Pradesh. Expressing concern over lack of defence mechanism in J&K system, NRPC stated that only one Under Frequency Relay (UFR) is in working condition in J&K. Technical Coordination Committee (TCC) impressed upon representatives of PDD about the need for replacement of all non-functional relays and ensuring that adequate relief as planned is available. Representative of Northern Region Load Dispatch Centre (NRLDC) impressed upon members to install Under Frequency Relays (UFRs) urgently as frequency had been going to as low as 49.2 Hz in last few days. J&K was further told that it would submit the information of feeders on UFR and df/dt relays in the format prescribed by Central Electricity Regulatory Commission (CERC) in the next 15 days. Representative of J&K Power Development Department (PDD) intimated the revised targets which indicated that most of the work would be completed by March, 2014. In respect of PDD, from where status of rectification of deficiencies had not been received for long; representative of PDD, J&K agreed to furnish updates within 15 days. NRPC observed that PDD, J&K had not achieved satisfactory progress in rectification of deficiencies. Member of Central Electricity Authority (CEA) observed that cost of rectifying these deficiencies was not much considering the losses due to grid disturbances. It was desired by CEA that this exercise should be taken up seriously to complete the rectification of deficiencies in a time bound manner. Further, it was made clear to J&K PDD that progress of rectification be given preferably on fortnightly basis or at least on monthly basis. NRPC further expressed concern that despite assurance given by PDD in last NRPC meeting, the information was not forthcoming from them. Representatives of PDD, J&K intimated NRPC that they had taken up the matter with Government and rectification of deficiencies would be taken up shortly. They assured that all rectification work would be completed by March, 2014. However, sources said that J&K has not so far been able to complete the process of rectification and has been unnecessarily delaying the same despite being repeatedly told to do so. |
