| Law Secy continues addl charge of Secy LC | | Why Govt reluctant on 'further orders...? | | Early Times Report Jammu, Nov 12: NC led coalition government has not been able to find an officer whom it could transfer and appoint as Secretary Legislative Council , an important post by all means to conduct the business of the House of Elders in J&K. The post as of now continues to be looked after in 'additional charge' syndrome of this government as Secretary Law Department Mohammad Ashraf Mir continues to hold this charge in additional capacity for over four months now. It was in the month of July this year that Omar Abdullah led cabinet in the administrative reshuffle effected on 13 of that month among other officers ordered transfer of Mohammad Ashraf Mir, Secretary Legislative Council to the post of Secretary Law Department , which is in itself a very important post. The formal order was however appended with a line that Mir shall hold the charge of additional capacity till further orders. However, even after over four months no such further orders were made to relieve the officer from this additional charge and appoint the Secretary for Legislative Council , which continues to be run on adhoc basis. One wonders why the government has so far not issued any order which it had assured while ordering the transfer of Mir to Law Department. Is there no officer available in the entire hierarchy of officers or is the government avoiding the move deliberately. If sources within the administration are to be believed the move is being deliberately kept in abeyance as this suits the allies of both the alliance partners of the coalition government in more than one ways. According to sources, Ashraf Mir is not being replaced or relieved of the additional c charge as his presence serves some interests of the parties politically. Even though the post of Secretary Law Department in itself carries a huge task and burden of legal matters related to functioning of the government departments as also in running the legislature , but Mir Continues to take care of this assignment while holding the charge of Secretary Legislative Council in additional capacity. No eye brows are being raised nor is any question from any quarter for this policy of carrying on with the culture of additional charge .
