| ETT Scam: MP, Ministers, MLAs are perpetrators; CB under pressure | | | Sumit Sharma JAMMU, Mar 10: Despite a case registered by the Crime Branch in the infamous ETT colleges scam, the investigation agency is under pressure not to conclude the findings as most of these colleges are owned by politicians including a Member of Parliament, some Ministers, ex-Ministers and MLAs. Sources within Crime Branch revealed that the attempts are being made to hamper the investigation after investigating team seized record of ETT from State Board of School Education (BOSE) and Civil Secretariat. During the scrutiny of the seized files it was revealed that most of the ETT colleges are of a MP, Ministers, ex-Ministers and MLAs. Among the major violator is a Minister who owns number of colleges in Srinagar. The said Minister was earlier the Speaker of the State LA. The second most ETT colleges are owned by an ex-Minister from Jammu and third by an MP besides a large number of MLAs and party workers of both Congress and National Conference. The day after the Crime Branch sleuths seized record from the Secretariat in winter capital, the higher officers of Crime Branch started receiving phone calls from the Government functionaries directing the agency to shelf the investigation. Pertinently, two separate First Information Reports (FIRs) were registered in Jammu and Srinagar wings of the Crime Branch following the complaint that out of 400 ETT colleges in Jammu and Kashmir, some of them were non-functional but were providing degrees to students from different States of North India after charging a hefty sum from them without giving them any education. Some other colleges had just hired a room for registration of the ETT courses and were not holding any classes. Crime Branch registered cases under Sections 420, 468, 471 and 120-B RPC read with Section 5 (2) Prevention of Corruption Act against unnamed officers and officials of J&K Board of School Education, management of unidentified ETT institutions and other persons for granting affiliation/permission to the colleges in gross violation of norms and indulging in malpractices. In the complaint it was also alleged that a number of ETT institutions didn't fulfill even the basic norms and standard laid down by the National Council for Teachers Education (NCTE) but had been allowed to run the ETT courses without issuance of No Objection Certificate (NOC) from the State Government, which had to be given after period inspection of the colleges by the BOSE officials. However, keeping in view the open loot in Jammu and Kashmir , the other states of Northern India announced opening of new ETT colleges. Worthwhile to mention here that the ETT degree is must in some of the North Indian States like Rajasthan and Haryana for applying for the job of Government teacher. |
