| Diploma holders ignored as politicians get under qualified candidates engaged | | PDD dances to political tunes | | Syed Tahir Bukhari BARAMULLA, Mar 10: Despite services of diploma holders at their disposal, the Power Development Department Baramulla has engaged candidates who have merely done crash courses, thus violating all norms of propriety. This has been revealed in a reply to a Right to Information (RTI) query that the engagement of less qualified candidates has been done on the recommendations of high profile politicians. ITI diploma holder, Sameer Ahmad Mir moved an RTI application on 11-08-2012 seeking information about engagement of candidates in PDD as casual labourers/need based/PDL in district Baramulla. The reply to the RTI application reveals that 246 candidates have been engaged on the recommendations of high profile political leaders in different sub divisions of district Baramulla from time to time. The reply further reveals that Health & Medical Education Minister, Taj Mohi-ud-din, PDP leader Mohammad Dilawar Mir and senior Congress leader Abdul Gani Vakil engaged two under qualified persons each. MLA Rafiabad Javid Ahmad Dar engaged three persons while as Public Relations Officer of Finance Minster, Abdul Rahim Rather engaged one person. The reply goes on to reveal that Public Relations Officer of Agriculture Minister, Ghulam Hassan Mir got 12 persons engaged with the minister himself engaging two persons. Parliamentarian Sharif-ud-Din Shariq engaged two persons with power minister engaging three persons with Social Welfare Minister, Sakina Itoo making one engagement. The RTI reply said that Electric Sub Division 1st Baramulla engaged 87 persons, Sub Division 2nd engaged 28 persons, Sub Division Third Store and Plant engaged 10 persons, Sub Division Mohra-Uri engaged 15 persons, Sub Division Wagoora made 83 engagements and Sub Division Watergam-Rafiabad engaged 23 persons. The engagements had been done despite the fact that Superintending Engineer, Electric Maintenance & RE Circle, Sopore had written to Chief Engineer, EM&RE Wing Srinagar to engage persons trained in two year diploma ITI trades. This was to be done in pursuance of High Court judgment under reference/M&RE/22152-59/AS dated 04/10/2013. It would be in place to mention here that around 200 persons of this district who have received two years diplomas from Industrial Training Institutes in Electric trade are yet to be engaged as casual labourers in the Power Development Department (PDD) in North Kashmir. The state government passed cabinet order no.116/4 dated 11.05.2006 to engage ITI trained electrician in Agriculture, PHE, PDD and Irrigation departments as casual labourers. Following the apathy from state government the aggrieved diploma holders knocked at the doors of judiciary and filed a Service Writ Petition SWP number 1700/2006, CMP number 3049/2006 dated 20.12.2006 titled Sheikh Aamir Mehraj V/S state and others. Then Development Commissioner Power, R K Sili wrote a letter to Commissioner/Secretary, Power Development Department under correspondence number DC/PD/Adm-III in June 2008 in which he mentions about additional manpower requirement in PDD. The correspondence contained a proposal for minimum requirement of 11166 personnel in PDD to operate/maintenance of assets and for the infrastructure. |
