EC urged to review its plan on holding polls by December

Jammu, Oct 14 : Although the final call by the election commission on conduct of assembly elections in Jammu and Kashmir is awaited, some quarters have urged the commission to review its plans of holding the polls by December. The intention of the commission became clear by its suggestion to Chief Electoral Officer to notify returning officers for all the 87 Assembly constituencies.
Another indication on Commission's inclination to hold the election in December is available from the report of the team sent by the Chief Election Commissioner to Jammu and Kashmir which has claimed that the situation was conducive for holding the poll.
However, the Chief Election Commissioner is said to have favoured another session with the security agencies and men of the National Disaster Response Force and meteorology so that some definite views on the situation could be gathered before the Commission announced the poll schedule. Field reports revealed that since majority of people in the Kashmir valley and in some areas in the region of Jammu, which were hit by floods, and landslides, continued to be in a state of mourning over the losses they suffered they may not participate in the poll process.
According to these reports,if the election was held somewhere in December majority of 46 Assembly constituencies would witness very poor polling.
Polling percentage may range between 15 to 20 per cent.
Once it happened separatists could claim credit for having succeeded in enforcing their call for poll boycott. Reports said that the basic reason behind repeated ceasefire violations on the LOC and on the IB in Jammu and Kashmir by Pakistani troops was to push groups of militants into the Indian state forescalating the level of violence which was needed to wreck the Assembly poll or force majority of voters to remain indoors.
These field reports reveal that majority of people in the valley favour postponement of the poll to early summer so that by May they could have resolved their basic problems triggered by floods.
