Jammu, Oct 14 : J&K SLSA, under the NALSA Scheme for Legal Services to Disaster victims through Legal Services Authorities', which stands already in existence and spells out the guidelines in the scheme, enumerates the strategy for intervention by the State Legal Services Authorities for helping the victims of disaster (both natural and manmade), has approached the Vice-Chancellors Kashmir and Jammu universities through secretary, High Court Legal Services Committee on the directions of Justice Virender Singh and Executive Chairman, J&K SLSA, seeking the help and assistance of Students of Psychology.
The Vice-Chancellors have been requested to depute a good number of promising students, preferably of Psychology, to go to the places where victims of disaster are made to stay temporarily and extend their positive help and co-operation by giving them appropriate counselling at this critical juncture, so that the affected people could show resilience and cope up with the unwarranted situation arising out of the recent floods that caused large scale devastation in the State of J&K, and making them capable to flex, relax and release their mental stress and come out of the post traumatic stress disorders. Migrants of border areas, who are made to leave their home and hearth along with large chunk of their paddy fields awaiting harvesting of crop(s), have been brought under the purview of manmade disaster because of cross-border firing by the neighbouring country and are required to be taken care of on similar lines as victims of natural disaster, as is spelled out in the NALSA Scheme for Disaster Victims. The students will work in co-ordination with the Psychiatrists of GMC, Jammu, and SKIMS, Srinagar, and the Core Groups headed by Judicial Officers at Districts' / Tehsils' level constituted by the J&K SLSA. Directors, Health Services, Government of Jammu and Kashmir, both at Jammu and Srinagar, have also been requested to depute Psychiatrists on top priority basis to go to the places where affected people of disaster (both natural and manmade) are made to stay presently for appropriate counselling in order to bring them out of mental stress and psychic disorders, stating that the Psychiatrists of the respective places will work in co-ordination with Core Groups headed by Judicial Officers at Districts' / Tehsils' level constituted by the J&K SLSA. Side by side, students of Psychology of Jammu and Kashmir provinces will get an opportunity to work in co-ordination with respective Psychiatrists (Consultant Doctors) of Department Psychiatry at Jammu as well as Srinagar. It is worthwhile to mention that J&K SLSA had swung into action immediately after the floods hit the State for supervising and ensuring that the relief materials sent / collected for the victims of natural disaster is smoothly distributed to them in judicious manner in co-ordination with the State Agencies and for the purpose Core Groups headed by Judicial Officers were also constituted by J&K SLSA, who were assigned this specific job. The Core Groups have also been asked to work on similar lines for supervising the smooth distribution of relief materials to the Migrants of border areas who are compelled by the circumstances to leave their home and hearth along with paddy fields awaiting harvesting of crop(s) on account of cross-border filing and ensuring every possible help and that proper facilities are provided to them for their safe livelihood, food and clothing.
