Seeks implementation of UGC norms | SMVDU faculty moves court | | Avinash Azad

Jammu, Jan 5: Faculty of Shri Mata Vaishno Devi University (SMVDU) Katra has moved court to ensure that Dr SK Jain, Vice- Chancellor of SMVDU implements the UGC guidelines in the varsity and to seek quashment of an order issued by the V-C making 12-years experience mandatory for the re-designation of the Assistant Professor post. According to sources two faculty members working at the level of Director in-charge in School of Computer Sciences and School of Innovation at Shri Mata Vaishno Devi University Katra, have dragged VC for non-implementation of UGC re-designation of incumbents Assistant Professor (working in Rs 12000- Rs 18300) on the day of implementation of 6th Pay Commission to Rs 37400- Rs 67000 AGP Rs 9000 as needed under UGC norms after completion of three years by respective case. "UGC Regulation-2010 was adopted by the University on November 30, 2010 by the Executive Council, but even after nearly four years SMVD University failed to implement the same in totality in letter and spirit", sources said, adding that situation turned from bad to worse when Prof S.K. Jain tried to put an unknown rider of 12 years of experience for re-designation of Assistant Professors to Rs 12000- Rs18300 to Rs 37400- Rs 67000 AGP 9000 instead of completion of three years service at University in said grade by each. It needs to be noted there that re-designation is completely different from Career Advancement Scheme, a step that VC is trying to skip. "The VC suddenly putting a hurdle of 12 years of service instead of three years needed for re-designation, completely going against the UGC norms/Regulations-2010, ignoring the representation bringing out discrepancy and arbitrariness in implementation of 6th Pay Commission by the university, submitted by dozen of faculty members affected by the non-implementation of UGC redesignation norms to the post of Associate Professor, surprised the faculty members," they added. "Direct recruitment of Assistant Professor re-designated as Associate Professor in case of Aditya Kumar Singh in university without Ph.D. in violation of UGC norms has already resulted in application of two rules in one University and especially one school i.e. SALD since the beginning of Jan 2012 converting junior person into senior and vice versa", sources claimed. They further said that the matter in this regard was also sub-judice before JK High Court including the 'illegal' appointment of Aditya Kumar Singh since 2012, time when yje said person was appointed in violation of UGC norms. "Though University is trying to save Aditya Kumar Singh in the refuge of COA norms but fact remains that these norms have never been adopted by the Executive Council SMVDU that is Appointing Authority in case of Teachers, till date", sources informed, adding that more over UGC Regulations were always supreme. "To avoid similar situation in other schools for supersession of seniority on account of two different norms because of non implementation of re-designation UGC norms, present initiative seems to have been taken that takes its course through High Court. The fact is well substantiated from the contents mentioned that in Writ Petition SWP 3420/2014 filed in JK High Court in Dec 2014 wherein it has been prayed that till petitioner cases are decided as per UGC re-designation norms to the post of Associate Professor there should be no CAS as well as direct recruitment to post Associate Professor", they added. The impugned order on account of its illegal 12 years barrier put by VC Dr SK Jain issued by University dated 25-11-2013 also stands challenged in High Court by rule knowing faculty members, seeking its quashment. |
