IFC allots contracts to blue-eyed contractor | Governor takes cognizance of ET Report | | Saahil Suhail

Anantnag, Feb 7: A day after Early Times reported that Irrigation and Flood control department had allotted a contract to a blue-eyed contractor without going through the mandatory tendering process, Governor N N vohra today directed Principal Secretary to ensure strict adherence of rule during the execution of departmental works. In communiqué issued from the Rajbhawan, Governor N N vohra directed the Principal Secretary Finance to issue clear directions to all Departments to strictly adhere to the provisions contained in the Jammu and Kashmir Book of Financial Powers, Jammu and Kashmir Financial Code and Public Works Account Code. He warned of stern action against those who will deviate from the prescribed norms. According to provisions contained in the Jammu and Kashmir Book of Financial Powers, Jammu and Kashmir Financial Code and Public Works Account Code, tendering process is mandatory before allotting a contract to private contractor, however post floods several government departments including Irrigation and Flood control and Public Health Engineering departments are allotting contracts to blue-eyed contractors without going through the tendering process. Pertinently, throwing norms to winds, Irrigation and Flood control department in Anantnag district allotted contract of widening the river Jehlum near Padshahi-Bagh Bridge to a blue-eyed contractor without going through the mandatory tendering process. Besides this highly places sources told Early Times that in PHE division Qazigund authorities have also violated norms by allotting contracts worth lakhs of rupees to blue-eyed contractors' and Governor N N Vohra has also taken cognizance of these violations. In Bijbehara the IFC department not only floated the norms by skipping tendering process but also allowed contractor under the grab of widening and dragging, to extract sand from the river bed illegally and later was sold out in open market. Meanwhile, Deputy Commissioner Anantnag Syed Tasaduq Geelani has ordered a probe into the illegal sand extraction yesterday. Deputy Commissioner has constituted a committee involving IFC, Fisheries and revenue department and has directed them to file a report within a week. |
