| CEO Doda ignores Guv's orders, refuses to detach teachers | | | DODA, Feb 7: Ignoring directions of Governor and Director School Education, the Chief Education Officer and ZEOs of various zones of Doda district seem reluctant to detach teachers who are working in respective offices from the last 10 to 15 years. Despite acute shortage of teaching staff in several schools of the district affecting standards of education, several teachers have allegedly been attached in different administrative offices at the cost of proper functioning of schools. Sources within the education department told Early Times that dozens of teachers have been deputed to offices of Zonal Education Officers (ZEO) and Chief Education Officer (CEO) in the district, in clear violation of rules, thereby severely affecting the quality of education in schools.
"In every office a number of teachers can be seen attached with the excuse of holding charge of SSA, RMSA, BLO, Census Duties, ZRP, CRP and many other such activities, leaving students in their schools at the mercy of God", the sources said adding, "At CEO's office in Doda a number of teachers have been attached on the name of SSA, Mid Day Meal, RMSA, Legal help etc who are attached there from last 10 to 15 years and have never done their primary duty of teaching students". Sources informed that there are numbers of schools which have single teacher and in some schools 15 teachers are deputed to teach only 25 students" and it was a part of big nexus in which several officials of Education department have been involved and have been making their fortunes by the practice. Sources informed that one teacher Attar Parvez originally posted at PS Gureka is now incharge of legal cell of the office of CEO Doda from the last 13 years while another master Shah Mohammad Parray who is attached in CEOs office for last 18 years has also got two promotions from the same office as incharge. Shameem Ahmed of UPS Paneen is also incharge SSA and Kismat Singh is also enjoying the benefits of attachment", informed sources claimed.
"When schemes like SSA were introduced in education sector, it was hoped that the shortage of staff in the schools will be met with recruitment of teachers but the adjustment of teachers in the different offices has always remained an obstacle in implementing the central schemes.
Scheme like SSA, RMSA and the Mid Day meal have become a failure due to lack of accountability due to such steps", said a civil society activist."Vidya Dhar who is originally posted at a village school is now looking into the affairs of Mid Day Meal Scheme in CEO's Office. Another teachers namely Atta Mohd , Nisar Ahmed , Rakesh Chandail, Gaalla Khan, Gazalla and other are also still attached in CEOoffice Doda in spite of government and Director school Education , Jammu orders , the sources .Yesterday DSEJ again directed all CEOsto immediately detach all teachers working in offices within two days but still all attached are as it is . It is also notable to mention here that teachers are also attached in ZEO office Thatri , Bhagwah , Gundana , Gath ,Batyas and other zones. |
