Municipalities under scanner for construction works | | | Ishtiyaq Ahmad
Early Times Report Srinagar, Nov 18: The Jammu and Kashmir government is reportedly initiating detailed examinations of all construction works undertaken by all municipalities and notified area committees over the years, following complaints of alleged poor quality works and exorbitant rates allowed. Sources told Early Times that the development comes following complaints alleging discrepancies in the work being undertaken by some of the district Municipalities in the state. Municipal Corporation in the principal cities and other district municipal councils, and the notified area committees at designated places have allotted various kinds of works along with small and large scale construction works to the different contractors registered with the PWD and other agencies. Sources said that following number of complaints regarding the discrepancies in these works, the government is likely to initiate a detailed investigation and examination relating to the general supplies, poor quality works and exorbitant rates allowed and also the cases where Codal formalities have not been observed. One of the top officials of the government said that the government is likely to constitute a committee where in the members shall be from PWD, Finance Department PDD, Vigilance Organization. Sources said that the government has observed that over the years such works have been undertaken with the sole intend to have pecuniary gains which led to overall rise in the corruption. Sources said that same is the case with the jobs taken for fabrication works which are required along with the civil works, have also been found not as per the required specification. One of the technical expert stated that the gauge used in fabrication works is for below than the BIS standard. Meanwhile, sources said that there is a general opinion that a complete quality audit should be undertaken by an independent agency where in qualified engineers and professional engineers should be part of the audit. It is to mention here that the public has always raised hue and cry for such bad quality jobs done by the municipal corporations and have time and again demand an independent enquiry into the whole affairs. Meanwhile one of the financial expert stated that a stringent financial audit also needs to be undertaken as the municipalities has violated financial norms and the rats allowed for such jobs are higher than the rates prevailing in the open market. |
