13 yrs on, top ISM official continues to rule | Transfer policy turned into joke! | | Bijay Charak Early Times Report jammu, Nov 18: It seems there is no transfer policy for influential officers like a top official of the Indian System of Medicine (ISM) as he has not been shifted for past 13 years. According to an inquiry conducted by the Special Secretary to Health and Medical Education Department, Rajinder Singh Tara, the top ISM official had been issuing certificates to candidates at his own level without taking approval from the government. The official was appointed in 2003, and his services were confirmed in 2005, sources in Health Department said. "He has been holding the post despite his tenure being marred by various controversies," said sources. "Four different regimes have ruled since 2003 but he continues to hold the post, which explains how influential he is," sources added. Recently, the State Vigilance Organization (SVO) recovered huge quantity of spurious drugs stored in stores owned by the ISM directorate in Jammu district and outside. "It was expected that the top official would at least be transferred from the post. But to no avail," said sources. "He enjoys proximity with politicians and some senior bureaucrats", they added. It may be mentioned here that Ministry of Health and Medical Education has posted the official on six top posts in the ISM. It had been established that the official made nomination of candidates at his own level and conducted training/examination in various ISM dispensaries and unauthorisedly issued certificates to the candidates. Since he has been holding the chair, the development of AYUSH in J&K is nowhere in sight. ISM dispensaries and newly created AYUSH units in Allopathic hospitals across the state are craving for infrastructure. "On one had the BJP-led government in state as well as the centre is patting its back for promotion of Ayurveda but its own ministers in JK have failed to promote Ayurveda- related facilities in various unit. It shows that the BJP ministers are helpless in front of the powerful ISM official", sources added. |
