| Bloeria to demit office next month, ineligible employees hobnobbing for taking charge | | Central University (CU) Jammu | | *No signs of search committee

JAMMU, July 15: With a month left for Vice-Chancellor Dr. Sudhir Singh Bloeria to demit office, contractual retired employees to ineligible ones have begun using their connections to get charge of Vice-Chancellor of Central University (CU) Jammu.
Act stipulates that Vice-Chancellor has to hand over charge to Pro-Vice-Chancellor if the name of new one has not been finalised. Dr. Rajeev Gupta who retired from Jammu University is Pro-Vice-Chancellor of Central University (CU) and Act clearly stipulates that once Bloeria demits office, Gupta would assume charge as acting Vice-Chancellor of the university till the search committee which is yet to be constituted finalises the appointment of a full-fledged VC.
HRD Ministry is likely to constitute search committee by the end of this month. The delay in constituting the search committee has resulted in officers in the Central University (CU) approaching BJP MPs Jugal Kishore and Minister in the PMO Dr. Jitendra Singh pleading for being given the charge of university till a new VC is appointed. Sources said that the one leading the race is Prof. P.S. Pathania who was appointed to CU on express recommendations of NC-Congress coalition Government.
Pathania was appointed as OSD in the Central University at a time when an enquiry was going on against him for alleged embezzlements and wrong doings in Jammu University. According to Jammu University sources, it was an ex-VC under whom Pathania did his PhD who engaged him as Private Secretary to VC in the grade of Assistant Registrar. Within few months, sources disclose that he was promoted as Deputy Registrar without the case being put forth before committee.
Sources assert that despite being posted in various top positions, Pathania was frequently transferred for the reasons known best to the university higher-ups. They added that Pathania's pension case has not been settled and he did not bother to obtain no-objection certificate from his parent organization, which is a prerequisite for taking up new job yet he draws salary from the present job.
Sources further maintain that Pathania is yet to settle the advance that is outstanding against him as Director Academic Staff College. As for as his academic background is concerned, sources said that he has less than 3rd division in M.Sc and almost succeeded to get it revised through grade improvement after nearly 30 years during Prof. Amitabh Mattoo's time but failed because dean of the faculty refused to entertain it though he has first division or first position in M.Ed. courtesy N.R. Sharma his present accomplice in Central University.
Sources further said that another favourite of his is Prof. Sham Singh who is already over 70 years of age and is working as academic advisor, while Dr. Pathania has prevented appointment of Deepshikha Kotwal in English department and has managed appointment of a very junior person from Hyderabad to head the English department in Central University.
Sources further said that in another department, his known friend who does not possess relevant specialization of the subject has been offered three years contract to head the department and now his wife too has been appointed as associate professor though she is already a professor. They added that even Pathania has less than 10 years in equal grade of a professor which is the basic condition for the post of Vice-Chancellor in Central University.
A strong political lobby of NC and Congress leaders supported Pathania and ensured that he faces no major problem during his stay as OSD in the Central University (CU) of Jammu, said sources. They added that Pathania first used good offices of Congress and NC for getting into CU and now meeting BJP leaders one after the other to get his case okayed at the earliest.
Such were the connections of Pathania that after having completed two years as OSD in the CU, he managed to get re-appointed as Consultant. Sources disclosed that Pathania recently met MP Jugal Kishore and pleaded with him for taking up his case of being handed over charge of VC of CU till new one is appointed.
Prof. P.S.Pathania retired from Jammu University in November 2011 and was immediately adjusted in the Central University (CU). Dean in the School of Basic and Applied Sciences of the Central University (CU) Prof. Devanand too met Dr. Jitendra Singh, seeking charge of the VC till new incumbent takes over. Sources shared that Singh neither promised nor assured the professor of taking up his issue with Union Human Resource Development Ministry.
Whatever the case may be but fact remains that from contractual retired employees to ineligible ones, all have begun using political connections to get the charge of Vice-Chancellor of Central University (CU) Jammu. Knowing well that they are not eligible for becoming VC of Central University, sources said that these officials have chosen another door of heading the high profile institution. |
