Jammu, July 15: The technician of a private diagnostic centre was today caught while carrying the blood sample of a patient outside the GMCH premises. Preliminary police inquiries have hinted at an alleged nexus between a doctor and the owner of the diagnostic centre.
"A technician working with a private diagnostic centre situated near the GMCH was seen and caught by the attendants of some patients while taking blood samples out of the emergency ward. When he confessed that he was working for a private diagnostic center and had been sent there by his owner to take the sample, he was handed over to police", said a source.
According to highly placed sources in the GMCH, the whole nexus was allegedly being run by Casualty Medical Officer (CMO), Dr Sauqib Shafi. Sources said that a letter was also written to GMCH Principal, Dr Ghanshyam Sharma for initiating departmental action against Dr Sauqib. Dr Ghanshyam, when contacted by Early Times, stated that he was on leave and would look into the matter tomorrow.
Dr Sauqib was transferred to the GMCH here in violation of the Government transfer policy. According to the Government order number 132-HME of 2014, dated 4/3/2014, Dr. Sauqib Shafi, son of Mohammad Shafi Kar, resident of near Police Station Shopian, district Shopian Kashmir was appointed as Medical Officer in the pay scale of Rs. 9300-34800 with a pay grade of Rs. 5400.
Enjoying the patronage of some bureaucrats and a Minister, Dr. Sauqib was among the 767 medical officers appointed on regular-temporary basis by J&K Health and Family Welfare department and was asked to report to Director Health Services Kashmir or Jammu. As per the order, it has clearly been mentioned that all the appointees would be on probation period of two years and were supposed to report in their respective divisions. They were asked to remain at the first place of posting for atleast two years, as per the transfer policy.
However, owing to his influence, Dr Sauqib Shafi managed his transfer from Kashmir division to Jammu division within nearly four months of his appointment in the department. Surprisingly, as per another order number 105/AHJ of 2014 dated, 30-06-2014, the Medical Officer got himself transferred to Medical College Jammu, and posted as Casualty Medical Officer (CMO).
