Situation in J&K 'stable but fragile'
Rein in separatists, Pak to ensure promotion of democracy

JAMMU, Aug 17: The Union Defence Ministry has submitted its annual report to the government. The report says that separatists have been trying to "undermine the democratic process in Jammu & Kashmir at the behest of Pakistan" and suggested that the prevailing security scenario in Jammu & Kashmir is "stable but fragile". "Pakistan's support to the proxy war being waged in the state continues. The Pakistan-militants-separatists nexus continues its attempts to undermine the democratic process in the state," the report has, among other important things, said, and added that the "situation in Jammu & Kashmir is at crossroads and needs consolidation by synergized efforts of the security forces and the civil administration" as the militant infrastructure in Pakistan-occupied-Jammu & Kashmir "remains intact". The crucial report also reflected on the prevailing situation in the terrorist-infested Afghanistan and emphasized the need for keeping a very close watch on the developing situation in that country. The situation in Afghanistan "requires close monitoring" and the Indian Army has been given the necessary instructions to "prevent anyspillover of militants from there in view of the withdrawal of American troops from there". (The American troops will completely pull out from Afghanistan by the end of 2014.) Significantly, the report has said talks and terror could not go hand-in-hand and that if talks between India and Pakistan are to be held, Pakistan has to stop all anti-India activities by reining in terrorists who have been using the Pakistani soil to export terror to India. "Pakistan has been adopting 'selective approach' on tackling militancy…There is a need for 'an environment free from terror and violence' for any dialogue to be meaningful. 'Militant camps exist in Pakistan and its selective approach in tackling these groups will not serve the interests of the region and Islamabad itself as these organizations pose a danger to its own internal security," the report has said. It has also said: "India wishes to develop peaceful, friendly and cooperative ties with Pakistan. However, security concerns vis-à-vis Pakistan have remained due to continued activities of militant groups functioning from territories under its control. India has clearly indicated that we are willing to resolve all issues through a peaceful and bilateral dialogue process. However, for this dialogue to be meaningful, an environment free from terror and violence is needed… The existence of militants camps across the Indo-Pak border and the LoC and the continued infiltrations and incidents there demonstrate the challenges in this regard". It is an important report and it puts things in perspective as far as the militant activities in Jammu & Kashmir, India-Pakistan dialogue and the likely impact of the withdrawal of American troops from Afghanistan are concerned. Now that the Government of India has got the report, which presents an accurate picture of facts, it would be only appropriate if a definite action on the report is taken. The Government of India has to act and act tough. It has become all the more imperative considering what the terrorists did in Pulwama district today to the BSP convoy - an incident that left two jawans dead and four others seriously injured - and the spurt in ceasefire violations. The situation on the LoC and international border has turned so alarming that the people inhabiting the border areas have started migrating to safer places.
