All posts of Assistant surgeons in two PHCs vacant

Jammu, Aug 17: The proverb that pitched darkness lies beneath the lamp itself fits in perfect with the fact that the neighbours of former Union Health Minister and current Member of Rajya Sabha Ghulam Nabi Azad are lack basic health facilities for the last 20 years since the establishment of two Primary Health Centers (PHCs) in Tipri and Changa area of block Gandoh district Doda.
Sources informed Early Times that the Primary Health Center (PHC) of Tipri and Changa were established around 20 years back but till then staff was not provided there. "There are two sanctioned posts of Assistant Surgeons in each PHC but presently in both PHCs the posts of Assistant Surgeons have been vacant for the last four years", sources said.
"These two PHCs have been catering the population of 22 Panchayats having population of more than 40 thousands. These 22 panchayats are spared across very far flung areas and people after covering several miles reach to these PHCs for health care facilities but get depressed to find here nothing", Sarpanch of Changa, Nazir Ahmed said.
He further said that doctors preferred to stay in cities and urban areas but it was solely the responsibility of government to send Assistant Surgeons in these PHCs and also to sanction some other posts of Speicialists, so that people would be benefited but none was found to be interested about these areas.
Sources said that PHC Tipri and Changa were not the isolated cases but majority of health care institutions in these areas were without any facilities and manpower.
On one hand government claimed that Primary Health Centers should have 24 hour emergency services but PHC Changa and Tipri exposed the claims.
Another resident of Changa area said that according to government claims, the Primary Health Centre was supposed to cover a population of 20,000 besides the PHC should in hilly, tribal or difficult areas should have six indoor/ observation beds and 24 hour emergency services with nursing facilities but all these claims were merely hoax.
He further said that an NRHM doctor and a dental surgeon along with one paramedical staff each have been rendering services in PHC Changa and Tipri, which made these PHCs totally defunct.
"The residence of former Union Health Minister Gulam Nabi Azad is also in Gandoh and residents of his native panchayat are also depend on these two PHCs but he also never cared for providing health care facilities", a resident said.
When contacted former Block Medical Officer Gandoh, Dr. Nizam-U- Din Dar said that few months back he was transferred to Chief Medical Office Doda. Though during my tenure the problem was there and it was due to shortage of doctors. Presently Dr. Hameed Zargar is incharge and you can contact to him, he said.Despite repeated phone calls to Dr. Hameed Zargar, he didn't pick up his phone.
