Omar govt indifferent towards women, children | Centre's serious complaint | | Rustam
JAMMU, Aug 17: It may appear unbelievable but it is a fact that the Omar Abdullah-led NC-Congress coalition government has not submitted any proposal under "key schemes" of Ministry of Women and Child Development (WCD) since 2012. WCD Minister Maneka Gandhi disclosed this the other day. "Besides, no new proposals as recommended by the state in respect of schemes Swadhar, Working Women Hostel and UJJAWALA have been received in the past three years," she also revealed. She not only made these revelations, but also sprung a big surprise by disclosing that the state government didn't respond to the WCD Ministry's requests to the effect that the state government should submit proposals so that money was released. "The Ministry wrote several letters to the state government for proposals and even made telephone calls, but 'we have not received' any. 'We will be happy' to give funds to the state, but unless a proposal comes 'we can't throw' money", she said, and urged the state government to "send proposals", which would be "dealt with expeditiously". The centre grants substantial amount of funds under these schemes to the state governments for the welfare of women and children. The WCD Ministry has announced and implemented many schemes for the amelioration of the lot of women and children, but it cannot implement these schemes in the states unless the state governments send proposals for schemes, including "Support to Training and Employment Programme for Women (STEP) and financial assistance for construction of Working Women's Hostel". It is highly disturbing that the state government acted in the manner it did. It must explain why it adopted an indifferent attitude towards the needy women and children. Women organizations would do well to take up this issue in a big way so that pressure is mounted on the callous government to do the needful. |
