IAS number going down in J&K, State reluctant to approach Centre for cadre review

JAMMU, Aug 17: With 38 posts of the sanctioned cadre strength of 137 lying vacant and 21 IAS officers on central deputation, Jammu and Kashmir government is facing serious shortage of officers, with most of the posts being manned by officers inducted into the IAS from State Administrative Services (SAS).
What makes this shortage a serious issue is the fact that of these 21 IAS officers, 5 are from the 10 seniormost ones. Interestingly, this figure of non-availability of seniormost and experienced IAS officers for administratively important positions touches 7 if the present place of posting of IAS couple Arun and Sonali Kumar is taken into consideration alongwith central deputation of Anil Angurana.
Of the top ten officers of J&K cadre, Chief Secretary Iqbal Khanday and Principal Secretary of the Planning Department B.R.Sharma are the only two officers who have got positions commensurate to their seniority and experience in the IAS cadre of Jammu and Kashmir. If the sources are to be believed, Financial Commissioner (FC) Revenue Arun Kumar should have been posted either in the Finance Department or in the Home or planning and development department.
Official sources refer to the precedence as reason for posting Kumar in any of these three departments. They further say that if posting to these departments was not possible, state government should have sent Parvez Dewan as Chairman of Jammu and Kashmir Public Service Commission (JKPSC) where he could have contributed. They further said that apart from Dewan, state government should have utilised services of senior IAS officer Sonali Kumar on some other position.
They did not do so and preferred KAS officers over IAS for manning various important positions in the state administration. If the statistics are ay indicator, J&K is facing shortage of 38 officers from the authorised cadre strength of 137. Of these 63 are direct recruits while 36 have been inducted into IAS from the state administrative services. Of the 63 direct recruit IAS officers, 21 are on central deputation, leaving a small number of 42 officers for the state government.
Of these 42, 18 are almost freshers. If these figures are any indicator, J&K has just 24 IAS officers who have experience of having served at different administrative positions. This problem has been compounded by the attitude of the state government which unlike its counterparts in the rest of the country has chosen not to approach the Ministry of Personnel, Public Grievances and Pension for increase in the strength of Jammu and Kashmir cadre IAS officer.
As far as IAS officials of Jammu and Kashmir cadre are concerned, the last cadre review was carried out in the year 2009 wherein cadre strength was increased from 112 to 137. Thereafter, the Ministry of Personnel, Public Grievances and Pensions which deals with the subject hasn't received any request from the state government even upto this day. Sources further said that after the last review in 2009, J&K government did not approach government of India again.
Among senior officials, who are presently on deputation to various departments included ex-Chief Secretary Madhav Lal (Secretary in Ministry of Micro, Small And Medium Enterprises), Parvez Dewan (Secretary, Ministry of Tourism), Anil Goswami (Secretary, Ministry of Home Affairs), Pankaj Jain (Secretary Ministry of Drinking Water Sanitation), Ashok Angurana (Managing Director, Social Justice Tribal Welfare) and Pramod Jain (Joint Secretary, Ministry of Culture).
