Agriculture deptt likely to amend recruitment rules for Class VII posts
Amendment will increase direct quota from 20 to 50 percent

Jammu, Aug 17: The Jammu and Kashmir Agriculture Production department is likely to amend recruitment rules for Class VII posts, without adhering to codal formalities. The proposed amendment will increase the direct quota share in Class VII posts from existing quota of 20 percent to 50 percent.
Sources informed Early Times that on the instructions of Agriculture Minister Gulam Hassan Mir, the Agriculture Production department was likely to bring an amendment in SRO (179)- J&K Agriculture (Gazetteed) Services Recruitment Rules 1988.
"According to current recruitment rules, the quota of direct recruitment for Class VII posts is 20 percent while remaining 80 percent are through Departmental Promotions, but according to the proposed amendment the direct quota for Class VII posts will be increased to 50 percent and departmental promotion quota will be reduced by 30 percent and will also be 50 percent", sources said.
An official in Law department informed that for amendment in recruitment rules for Gazetted posts, the department has to take concurrence from ARI department and also from Jammu and Kashmir Public Service Commission (JKPSC).
Sources informed that in case of Agriculture department the concurrence of ARI and Trainings department and JKPSC has not taken by Agriculture department and all it was being done solely on instructions of Minister concerned.
"The Agriculture Minister has reportedly taken the consent of Directors of Jammu and Kashmir division in a meeting held on 27 or 28th July, which was also chaired by Commissioner Secretary to Agriculture", sources said, adding that though the officials present in the meeting had objected to the proposed amendment, advocating the interests of Agriculture Extension Officers, who had no promotion avenues but Agriculture Minister refused to listen the officers.
Sources said that before 1988, the ratio of direct quota and promotion quota for Class VII posts was 50:50 and when in 1995, Union government had issued an order that the direct quota should not be more than 10 percent, the Junior Agriculture Extension Officers in state had started struggle.
"After one and half year's struggle by JAEOs, the state government issued SRO-433 on December 28, 2007, reducing direct quota from 50 percent to 20 percent though an amendment in SRO (179)- J&K Agriculture (Gazetted) Services Recruitment Rules 1988", sources said.
"Anger is brewing among the JAEOs, against the proposed amendment in Recruitment rules as already the JAEOs have been waiting for promotion for the last more than 30 years but there was no promotion avenues and if the promotion quota will be reduced, it will only compounded the problems of JAEOs", an official in Agriculture department pleading anonymity said and further criticized the Agriculture Minister for pressurizing the officials to amend the recruitment rules.
