Greased by Politician-Bureaucrat nexus, corruption root cause of present mess | | | Early Times Report
JAMMU, Aug 17: Notwithstanding the claims of the Prime Minister ,Narindera Modi to eradicate corruption from public life, no head of the Government in India will be able to take on corrupt officials and eradicate this deep rooted public menace from the society. Starting from J&K State which has earned a dubious distinction of topping the corruption in the country being number one corrupt State as per a survey conducted two years back the corruption has become a moral right for a Government employee for putting a file pertaining to any person from one table to another. Till the palms of officials are not greased as per their demand the file can remain pending for months together on table and once the person to whom it pertains succeeds in getting a favour from any higher up in Ministry or a political boss such a query is being raised by the official whose ego has been hurt in this process that he puts such a damaging note that no one how strong and influential he may be can dare to intervene. This forces the client whose fate is involved in the file to come for a straight compromise with the corrupt Babu and get the case solved instead of taking cudgels with him or other officers in the Department. Hough According to sources the increasing corruption has become so alarming in the State that there is no rule of the law prevalent in Government offices including Civil Secretariat the highest corridor of power in the State. The files which are to be cleared in a stipulated period of time take months together with people making daily trips but without results, sources added. Sources said the ineffectiveness of the Government to tighten its noose against the corrupt officials and officers have emboldened them and this practice has become more common during the 25 year period of turmoil in the State as the political system became weak due to increasing influence of militants on the civil society in Kashmir Valley. Sources said though making lot of claims of punishing corrupt the successive State governments in these years failed to punish the corrupt officials and show them the door though this bold step and would have enabled the ruling class to win more public confidence and support. But with the failure of Government to maintain their grip on the system the situation deteriorated in the State from day to day, sources added. Sources said that corruption was one of the main cause of youth in Kashmir for taking to arms in 1889-90 as the separatist elements lured a big chunk of poor youth who could not pay the hefty amount to Babus in getting a Government job at that time thought that with the gun they can change the system and seek justice perhaps. Though this was not a right step in fighting corruption and corrupt people and added sufferings of common masses in the State, the politicians also failed to learn a lesson and reform them selves or the system which is deteriorating day by day, sources added. |
