Appointment of non technical officials grounds JK cements in 4 years

Srinagar, Aug 17 : With the Jammu and Kashmir cements Ltd facing tough challenge for its survival from many years now, Government's wrong policies have left the corporation in shambles. Surprisingly the corporation has been ruled by non technical officials particularly brought in from JK SICOP.
Sources revealed that while the government should have appointed technical officials as Managing Director, the government surprisingly appointed non-technical officials from SICOP as Managing Directors from last four years thus threatening its very existence.The insiders have raised serious concern about the future of the corporation.
While expressing concern over the Government's decisions to appoint non-professional officials to head the corporation, one of the employees wishing anonymity said," The rules say that only a professional having served the department as General Manger for many years or who would be a Mechanical engineer can only head the corporation. But we have seen from last four years only non technical officers and that too from Jammu Kashmir SICOP only are appointed as Managing Directors". Sources said that Rakesh Sharma who is presently heading JK cements allegedly enjoys patronage of some Babus in the civil secretariat who earlier facilitated his posting at the key post and now are shielding his misdeeds. "What is most astonishing is that the officer who has been appointed as MD has no knowledge about the corporation. I think his posting is in total contravention and violation of the basic rules and norms," sources said. "Such decisions will prove detrimental for the company, the Government, instead of framing a selection panel for appointment of the Managing Director, appointed non technical officers" said a senior employee. Insiders further lamenting about the decorating condition of JK Cements said that it was the year 2011 when Jk cements took an ugly turn as the government deputed non technical official R.K Razdan from JK SICOP as Managing Director. "Despite being ineligible for the MD post the official managed his entry in the JK cements with the help of then Minster for industries and commerce S.S Salathia," sources said and added that not only this, one of the non technical officials Atul Sahrma managed his entry from JK SICOP in JK cements and got series of illegal promotions," insiders said. Sources further told that it was ending December when the term of extension of the former MD ended and the government instead of appointing a technical official as MD gave additional charge of JK cements to Managing Director JK SICOP.
Sources said that the government did not stop only on bringing officers of SICOP, the eligible officers of JK cements in the cadre of GM, DGM were sidelined and the junior officers were patronized on the line of Divide and Rule policy. Source said after three months the government picked another non technical SICOP official Rakesh Sharma and appointed him as Managing Director JK cements. Sources further said that the whole policy of government proved disastrous for the company which is now dying a slow death.
