Jammu, Oct 15: Proposal to install devices like Global Positioning System (GPS) and Radio-Frequency Identification (RFID) to curb the menace of diversion of rations meant for lakhs of BPL families has yet to be implemented due to pressure from influential people. In the year 2011 the State Government with much publicity had announced that hi-tech gadgets would be installed on the trucks carrying food grains for the poor people would be installed very soon to check pilferage of ration but the proposal still remains on papers. Sources in the corridors of the power disclosed that a number of times this proposal was brought before the higher-ups but it could not materialized due to pressure from a strong lobby which has been involved in diverting food grains meant for the poor people. This influential lobby comprised of some politicians, government officers, transporters and businessmen so despite assurances of the government this proposal could not be materialized. As the authorities had failed to control theft of ration usually transported for the remote areas, the Consumer Affairs and Public Distribution (CAPD) Department had decided to introduce advanced gadgets to stop such thefts. Addressing zonal meetings of ministers and Secretaries in charge of food and PDS of states/UTs in the northern region at New Delhi in the month of February 2011, the the CAPD Minister Qamar Ali Akhoon stated that the government was keen on introducing IT in the public distribution system through a tie-up with the Unique Identification Authority of India (UIDAI), besides launching GPS tracking system for vehicles carrying food grains to different destinations. The former CAPD Minister was not aware that a power lobby was behind theft of ration so he had made this announcement at Delhi in the year 2011 but this proposal has been shelved now. |
