HC seeks account of Rs 1000 Cr relief for flood victims | | | Early Times Report Srinagar, Nov 18: Jammu and Kashmir High Court today asked government to inform it how and in which manner Rs 1000 crores relief sanctioned by Government of India as interim measure for the benefit of victims of recent flood has been spent. Hearing a Public Interest Litigation, a Division Bench of the court comprising Justice Muzaffar Hussain Attar and Justice DS Thakur passed the direction after hearing advocate G A Lone, the petitioner. He submitted that he is informed that Rs. 1000 crores (one thousand crores) have been sanctioned by the Central Government as an interim measure for the benefit of victims of the recent floods. “Nothing is known as to how and in which manner the said amount has been spent,” he said. He also submitted that according to his information, Government of India has asked the State Government to furnish the particulars of all those persons whose immovable properties have suffered complete or partial damages so as to enable the Central Government to deposit the compensation amount in their accounts. “Counsel for the State-respondent as also ASG S A Makroo to inform the Court about the submissions made at bar and if it is a fact that such orders have been passed, then to state what is the present status in respect of the said issues,” the court said and asked them to furnish necessary information in this behalf during the course of week. The court also granted three days time to Divisional Commissioners of Jammu and Kashmir to file details about the mechanism for regulating distribution of relief among flood affected people by NGO and others in the state. The court also granted five days to file compliance regarding publishing a public notice in two daily newspapers having large circulation, both in Kashmir Division and Jammu Division, in which all those persons who on the account of recent floods were displaced from their areas and were accommodated in the tented accommodations, be asked to approach the concerned Dy. Commissioners by filing an application indicating therein that they are still living in the tested accommodations and have not been provided safe accommodation to avert the adverse affects of winter chill. The PIL filed by two lawyers, advocates G A Lone and Jahangir Iqbal Ganie pertains to death, damage, destruction and devastation to human life, public and private property due to the devastating floods and the consequent remedial measures including rehabilitation, rebuilding, relief and payment of compensation. The court also granted time by the end of this week to file response to a separate PIL seeking SIT into alleged criminal negligence by officials before and during recent floods in the state. |
