Red tapism or casual approach', SRO-43 beneficiary running pillar to post | | | Early Times Report
Rajouri, Feb 16: In a glaring example of 'red tapism' or alleged casual approach despite clearance of General Administration Department (GAD) of J&K government about one year or more ago yet many Compassionate Appointment (CA) orders are lying pending with Office of Deputy Commissioner Rajouri for their due implementation putting the beneficiaries to face the burnt. Sources said that one among these cases was that of one Mohd Farooq s/o Sher Mohd resident of village Kotdhara which was cleared by the General Administration Department (GAD) of J&K government in 2013 vide official letter GAD,Mtg/111/69/2012 dtd 30/8/2013. One Abdul Aziz S/o Sher Mohd and brother of Mohd Farooq was lifted (as was claimed by the family members) from village Kotdhara along with two others identified as Mohd Yusuf and another Mohd Aziz by the personnel of 18 Dogra (Army) unit in October,1997 and since then none of them returned. In 2008 the family members of all the missing three persons met with the then Deputy Commissioner, Rajouri, PA Malik and apprised him that all the three were killed by the army in a fake encounter and were buried near LoC in Veer Bhadreshawar area ( PB in Keri sector). Following due appraisal /complaint of the family members the then DC asked the then SSP, Farooq Khan (presently retired as IGP) to conduct the investigation in this connection. Meantime in 2009, the then Deputy Commissioner Rajouri vide letter No DCR/1226-31 had also released Rs 1 lakh in favor of kin of the deceased admissible under SRO-43 /94. "On 13 December 2013 District Screening Committee in its meeting also declared that Abdul Aziz was lifted allegedly by army from his village Kotdhara in October, 1997 as since now he didn't return and thus was 'presumed as dead, said sources further, adding, "Abdul Aziz was also declared as 'presumed dead' by the DC, Rajouri vide its office letter NoDCR/1226-31 dtd 5/4/2011." SC in its meeting decided that ex-gratia relief was admissible under rules in favor of missing person Abdul Aziz as police too had confirmed that the deceased is not found involved in any militancy related activity. Out of above said three Compensate Appointment (CA) cases only one case of Mohd Farooq was cleared by GAD the for Compensate Appointment and he too taking round of the DDC's office for it. Mohd Farooq after completing all the formalities including dependent certificate, income certificate issued by Assistant Commissioner Revenue (ACR), vide his office letter No AC/2011-12/o2 dtd 5/4/2011, had applied for 'Compassionate Appointment' and the case was sent to GAD by Deputy Commissioner vide his office letter No DCR/178 dt1/10/2011. Later GAD again was apprised vide DC Rajouri's communication vice letter No ref/DCR/17 dtd 18/4/2013. Later GAD vide letter No GAD/Mtg/11/69/2012 dtd 30/8/2013 directed Deputy Commissioner Rajouri to settle the case as per SRO 43/94 read as SRO 199/2008 subject to the conditions that no other family member of the deceased has been appointed under CA/cash compensation and case of Mohd Farooq was recommended for engagement as Orderly under SRO43/94 of Compassionate Appointment Rules in any department. For the last more than one year Mohd Farooq has been making rounds of Deputy Commissioner Office and met several times with DCs including Jatinder Kumar Singh now relieved from Rajouri on February 2 but all is in vain. Deepati Uppal, Deputy Commissioner, Rajouri when contacted briefly said that she has recently joined at Rajouri and is in process to check all the pending cases under SRO 43/94. |
