Modi treads risky path, Sharif has 'no control' over Army
Pak responded to Vajpayee's bus diplomacy by resorting to Kargil misadventure

Srinagar, Feb 16 : Most political parties in Jammu and Kashmir have welcomed the initiative of the Prime Minister Narendra Modi to resume talks with Pakistan and are optimistic about neighboring country responding positively to PM Modi's gesture but the million dollar question is would Pakistan Army allow the parleys to succeed?
Sources told Early Times the groundwork for resumption of India-Pakistan talks commenced in November last year when Prime Minister Narendra Modi met his counterpart Nawaz Sharif secretly in Nepal on the sidelines of a SAARC summit.
"Following the meeting between the two Prime Ministers both the countries resumed the back channel talks and the modalities for formal parleys were finalized," sources added.
They said that during the back channel talks India sought assurance from the Pakistan that it won't allow its soil to be used for promoting violence against India, and would also focus on issues like increasing people to people contact, liberalizing visa formalities and boasting trade between the two countries.
Representatives of both the countries during the track-II talks are understood to have agreed on principle not to make Kashmir a "prestige point," said a source.
A BJP leader while talking to Early Times said that Prime Minister Modi has shown magnanimity by calling up his counterpart Prime Minister Nawaz Sharif and has broken the ice. "We hope Pakistan doesn't backstab PM Modi like the former Prime Minister Atal Bihari Vajpayee," he added.
The BJP leader said that soon after Vajpayee travelled to Pakistan via Lahore and took an initiative through bus diplomacy, Pakistan responded by indulging in "Kargil misadventure."
Interestingly, at that point of time Nawaz Sharif was the Prime Minister of Pakistan and General Parvez Musharaff was the Chief of the Pakistan Army. When Kargil happened then Pakistan Prime Minister Nawaz Sharif feigned ignorance about the entire episode and blamed his Army Chief Musharaff for Kargil. Musharaff later succeeded in overthrowing Sharif and taking over the reins of Pakistan.
An analyst said that Modi is following the footsteps of Vajpayee and is trying to pick up the thread from where the former Prime Minister had left it. "No one is against the talks as peaceful environment is must for the progress and prosperity of any country. Hostilities between the two neighboring countries cannot last forever," he added.
The analyst said that Pakistan Army has to play a vital role if Indo-Pak talks have to succeed. "Pakistan Army is not controlled by the politicians and it follows its own rules. Many elements in Pakistan Army and ISI since 1947 have opposed talks with India and these elements believe that war is the only solution and have always opposed the India-Pak parleys," the analyst added.
He said that success of the forthcoming Indo-Pak parleys mainly depends upon the role of Pakistan Army.
"If the Pakistan Prime Minister has taken the Pak Army on board then there is some possibility of ice being broken and parleys moving ahead.
The ongoing ceasefire violations on the Line of Control (LoC) and International border indicate that Pakistan Army and ISI are in no mood to allow Indo-Pak parleys to take off," he added.
